Mr Vasilyev,

Colleagues,

The annual Government's report to the State Duma is due in less than a week. We have already had consultations with your fellow MPs from the CPRF, LDPR and Just Russia.

I expect discussions with the United Russia party to be effective, as always. All the more so as we engage in permanent co-operation on all key issues in both the social and economic spheres. We are doing everything to improve the lives of people in all regions of the country.

Dialogue is maintained at all levels as openly as possible: in the relevant committees, at parliamentary hearings, and during Government hours. And the decisions we make following our discussions allow us to confidently fulfil the tasks set by the President.

Vladimir Putin recently pointed out that even well-calculated and financially secure areas of focus still require a creative approach and personal commitment from all those who work for the good of the Homeland. This is exactly the principle that United Russia deputies demonstrate in their lawmaking activities.

First and foremost, in drafting the federal budget. You start actively making proposals even during the preliminary reading, with the assistance of the Budget and Taxes Committee headed by Andrei Makarov.

Thanks to United Russia, the country's main financial document for the current and two subsequent years has been supplemented with decisions which matter to the people. The amendments topped 138 billion roubles. They cover the comprehensive development of rural areas, the fight against cardiovascular diseases and, of course, very important topics such as education and science.

I want to thank you for this work.

I would like to make a special mention of the initiatives in the area of employment. They take into account the needs of those who are looking for vacancies and those who offer them.

Your parliamentary party, in cooperation with the Ministry of Labour, supported the allocation of 6 billion roubles over three years to improve the efficiency of employment services within the federal budget.

A great deal has been done to offer greater opportunities for our citizens to find something they would enjoy doing. I am talking about the adoption of the relevant federal law. It improved the legal framework for the activities of the respective agencies in the regions, taking into account the current demand for human resources. The law also establishes norms that facilitate employment opportunities for disabled people, young people, and those who have completed their military service. New mechanisms have also been envisaged, including profiling and the drawing up of an individual plan for applicants.

The drafted law represents a comprehensive approach to the most important issues for people.

We are grateful to the United Russia for its attention to the issue of supplies for the special military operation. We see that deputies, based on feedback from the field, are often proactive in helping our defenders, their families and loved ones.

The working group headed by Andrei Turchak is actively engaged in this effort. The interaction of all parliamentarians on such a platform allows us to improve the quality and promptness of decisions. All the more so because United Russia deputies are constantly visiting our new regions, which means that they are well aware of the needs of the people there, which makes it possible to draft and adopt laws that most accurately and effectively assist the people in these regions.

A great number of initiatives have been put forward to protect participants in the special military operation and their loved ones, including the right of their children to priority admission to schools, kindergartens and summer camps as well as regulations to ensure that volunteers enjoy the same conditions as military personnel. This includes the exemption of our defenders from taxation of all income earned in connection with participation in the special military operation.

Recently, a bill was passed in the first reading that establishes the grounds and procedure for payments under mandatory life insurance for volunteers, just as for military personnel.

Thus, it is possible to fine-tune the legal system to take care of all those on the front lines and, of course, their families.

Issues related to the socio-economic development and integration of the four new Russian regions are also being thoroughly worked out. Deputies from all the parties have supported the creation of free economic zones there. Of course, United Russia has also given its elaborated proposals.

In general, we see that your party's deputies pay special attention to the social issues. We are always ready for discussion.

The government has approved the United Russia initiative to allocate places for children with disabilities in recreation camps. It has already become law. The deputies' amendments have been included in the federal budget for three years. Thanks to your efforts, the amount of funds for modernising the infrastructure of these recreation camps has been doubled to make it more convenient and comfortable for children to spend their holidays there.
