PUBLIC NOTICE - Federal Emergency Management Agency Proposed Transit Security Upgrades Philadelphia County, PA and Camden County, NJ

Notification is hereby given to the public of the intent of the Department of Homeland Security-Federal Emergency Management Agency (DHS-FEMA) to provide federal funding to the Delaware River Port Authority (DRPA) as the Recipient for the proposed target hardening of transit stations along the Port Authority Transit Corporation (PATCO) rail line. Funding will be provided through the Transit Security Grant Program (TSGP). The purpose of the TSGP is to protect critical transportation infrastructure and the travelling public from potential acts of terror and to increase transportation infrastructure resilience. This notification is given in accordance with Executive Order (EO) 11988 (Floodplain Management), EO 11990 (Protection of Wetlands), the Federal Coastal Zone Management Act, and the implementing regulations for EO 11988-11990 per 44 CFR Part 9.

This project includes the upgrade of cameras and mounting hardware throughout thirteen (13) PATCO transit stations, including associated substations, tunnels, track areas, interlockings, maintenance facilities, and special access points.

The Woodcrest Station is in the regulatory floodway, the 100-year floodplain, and the 500-year floodplain, which means that these security improvements have the potential to be affected by the floodplain. Alternatives considered include: 1) taking no action or 2) the proposed alternative, which is hardening at its current location. FEMA has determined that hardening the structure at its current location is the most practicable alternative. This alternative also meets the security grant goals to enhance the protection of the public. Potential impacts to water quality or aquatic habitat are anticipated to be negligible during construction for this scope of work.
