Government proposes to make amendments and addenda to law on State Duty

The amendments and addenda being proposed to the law on State Duty, which presented for debate the Deputy Chairman of the RA State Revenue Committee Artur Manukyan, are aimed at simplification of the customs formalities process and the implementation of the same administration.

The rapporteur noted that the amendments and addenda refer to the rates of state duty charged for the actions fulfilled by the customs authority and the rendering services, which since 2020 have not been changed. It is proposed to comply those norms with the rates established by the Customs Code.

It is designed to separate the charging state duty for the customs operation by the customs authorities according to the kinds of customs declarations -product distribution, passenger and transport. It is proposed to establish state duty payment terms for each case, applicable duty rates for the temporary protection.

Two new state duties are also established for observing the route of vehicles with location devices. They will be applied later, when the services will be rendered.

Artur Manukyan informed that it is designed for observing the route of one vehicle with location device irrespective of weight set a duty with the amount of 5000 AMD.

The framework of the privileges exempting from the state duty is also specified. Before the arrival of the goods the one implementing the foreign economic activity presenting preliminary information will be exempted from the state duty for filling in a transit declaration inside the country.

The member of the NA Standing Committee on Economic Affairs Hovik Aghazaryan presented the endorsement of the Committee and called on his colleagues to vote for the draft.

The parliament debated the legislative initiative authored by the Government at April 30 sitting.
