Special City Council Meeting Minutes 12/30/2021

Mayor Tony James opened the Special City Council Meeting at 6:12 p.m. at Granger Community Center, 2200 Walnut Street, Granger, Iowa.

Roll Call: Present: Backous, Brandt, and Schutt by speakerphone Not Present: Bermel, Saak

Backous made a motion to approve the agenda, seconded by Brandt. All Ayes.

Saak arrived by speakerphone at 6:13 p.m.

Willow Street Update - Mudjacking will not be able to start the project until Spring.

Water Quality Initiative - MAFCO has two thirds of the grading done and should be back in a couple of weeks to finish the project.

Public Works Report - Action to approve the hiring of Jeffrey Johannsen with an hourly starting rate of $21.00/hour (and then $22.00/hour after 90 days) with a start date to be determined was approved by Brandt, seconded by Backous. All Ayes.

Fire & EMS Report - Action to approve the hiring of Gavin Scroggin with an hourly rate of $15.00/hour (pending background check and drug screen results) was approved by Backous, seconded by Brandt. All Ayes. Action to approve the hiring of Dr. Joseph Peterson as a Medical Director at a rate of $2,500.00 annually and broaden the City's linebacker insurance policy to cover the Medical Director when outside of the emergency response at a rate of $697.00 annually (pending background check and drug screen results) was approved by Brandt, seconded by Backous. All Ayes.

Action on Ordinance No. 405 - amending Section 70.03 of the Code of Ordinances to establish a $50.00 fine for violations of Section 69.10 of the Code of Ordinances relating to certain vehicles during snow removal, second reading was approved by Brandt, seconded by Backous. All Ayes. Backous made a motion to waive the third reading, seconded by Brandt. All Ayes.

Landing at Oxley Creek West Urban Renewal Plan - Action on Ordinance No. 403-A - correcting the legal description Nunc Pro Tunc for the property subject to the division of revenue under Section 403.19, Code of Iowa, for the Landing at Oxley Creek Urban Renewal Plan as adopted in Ordinance No. 403, second reading was approved by Brandt, seconded by Backous. All Ayes. Backous made a motion to waive the third reading, seconded by Brandt. All Ayes.

Action on Ordinance No. 406 - changing the regular City Council meetings to the second Thursdays of each month starting January 13, 2022, first reading was approved by Backous, seconded by Brandt. All Ayes. Backous made a motion to waive the second and third readings, seconded by Brandt. All Ayes.

Action on Resolution No. 2021-37 - Revising Personnel Policy and Procedure Manual to add City Administrator position for cell phone reimbursement was approved by Brandt, seconded by Backous. All Ayes.

Action on Resolution No. 2021-38 - Authorizing the City Administrator to preapprove expenditures up to $10,000.00 was approved by Brandt, seconded by Backous. All Ayes.

Schutt left the meeting by speakerphone at 6:20 p.m.

Saak arrived in person at 6:40 p.m.

Action to go into closed session by a two-thirds vote of the City Council members pursuant to Iowa Code Section 21.5(1.)(j.) to discuss the purchase of particular real estate where premature disclosure could be reasonable expected to increase the price the governmental body would have to pay for the property was approved by Backous to include the Council, Mayor, City Administrator, City Clerk, Police Chief, City Engineer and the City Attorney to attend the closed session, seconded by Brandt. Backous-Aye, Brandt, Aye, Saak-Aye. A motion was made by Saak and seconded by Brandt to rise from closed session. All Ayes.
