TECHNICAL REQUIREMENTS FOR ASSISTANCE SERVICES TO DEVELOP STUDIES, LEGAL PROPOSALS AND EDITION AND TRANSLATION OF LEGAL TEXTS WITHIN THE FRAMEWORK OF THE PROJECT FIGHT AGAINST[...]

  1. INTRODUCTION

FIIAPP F.S.P. has signed a contribution agreement with the European Commission for the implementation of the project 'Fight against organized crime in Albania through criminal and financial investigation', whose main objective is to improve the fight against organized crime and drug trafficking in Albania through criminal and financial investigations based on proactive investigation methods and intelligence.

Within the framework of the project, the first component is aimed at strengthening the capacities of the Albanian The General Prosecution Office (GPO) and The Special Prosecution Office (SPO), with the purpose of developing effective financial investigations through the execution of training courses , as well as the preparation of different manuals, normative instruments, protocols, proposals for regulations of action or operation, among others, that allow improving the performance of the SPO and general jurisdiction prosecutors.

  1. OBJECT OF THE CONTRACT

FIIAPP, F.S.P. requires the contracting of technical assistance to strengthen the capacities of the Albanian The General Prosecution Office and The Special Prosecution Office with the purpose of developing effective financial investigations through the execution of training courses, as well as the preparation of different manuals, normative instruments, protocols, proposals for regulations for action or operation within the framework of the project "Fight against organized crime in Albania through criminal and financial investigations".

  1. DESCRIPTION OF THE SERVICES

The duration of the technical assistance is estimated at a maximum of 100 working days, linked to the official completion date of the project established in the Contract signed between the FIIAPP F.S.P and the European Commission, this being May 1, 2024.

Technical assistance will provide services related to the following tasks:

  • Development of documents, legal texts, protocols, manuals that serve as a training instrument or that facilitate the better functioning and organization of the SPO and the GPO.

  • Development of documents, legal texts, protocols, manuals that improve the investigative capacities of the prosecutors that make up the SPO and general jurisdiction prosecutors to improve financial investigations and money laundering.

  • Collaboration with the international experts hired by the project to adapt the technical and operational proposals to the judicial bodies or prosecutors in Albania.

  • Supervision of translation of legal texts originally prepared in English, and verify their correct adaptation to Albanian.

  • Facilitation the adaptation of proposals, methodologies, guidelines elaborated by international experts to the Albanian normative framework.

  • Development of capacity assessments to identify potential areas for improvement within the framework of the General Prosecution Office and The Special Prosecution Office, as well as entities in charge of financial investigation.

4. EXPECTED RESULTS AND DELIVERABLES

FIIAPP will establish a work plan every six months with the estimated delivery dates of the requested deliverables from the beginning of the contract, as well as the number of working days that must be invested for the preparation of each one of them.

5. CHARACTERISTICS OF THE SERVICE

Based on what is established in the semester work plan, the expert must complete a monthly time sheet to verify the days of work carried out with each commission carried out, which must be signed by the project management and approved by the Project Technician at FIIAPP FSP

Technical assistance must respect the code of conduct and data protection regulations of the FIIAPP F.S.P.

For the correct execution of their services, the expert must have the necessary office and communication tools to carry out the functions, specifically:

  • Windows laptop.
  • Smartphone with internet connection

6. PLACE OF SERVICE PROVISION

The service will be provided mainly in Tirana (Albania), with the awardee having to bear the travel expenses in the country that are required to perform the services.

7. INVOICING

At the end of the completion of each deliverable, an invoice will be sent to the Project Technician at FIIAPP F.S.P headquarters for the work days provided, the maximum number of days to be invoiced during the technical assistance is 100 days.

The FIIAPP F.S.P will make the payment of working days in a maximum of 30 days once the report is delivered, the review and approval of the same is carried out by the FIIAPP F.S.P
