All 23 National Parks and Reserves of Kyrgyzstan received training for program-based budgeting

The UNDP project "Biodiversity Finance Initiative" provides support for the implementation of budgeting on a program basis in specially protected natural areas to the Department of Biodiversity Conservation and Specially Protected Natural Areas of the Ministry of Natural Resources, Ecology and Technical Regulation of the Kyrgyz Republic. SSG Consult LLC (SSG), a UNDP project consultant, supported the Department in developing instructions for the development of budget documents in a program format and the necessary standard forms, a set of standard performance indicators for protected areas and procedures for consolidating program budgets for specially protected natural areas (SPNA) to the budget of the Department and the Ministry.

To introduce a program budgeting mechanism for the SPNA system, the SSG project consultant conducted trainings on program budgeting for employees of all 23 national parks and reserves in Kyrgyzstan from June 6 to June 10, 2022. The participants of the training got acquainted with the principles of the program budget, the steps for its formation, the experience of other institutions of the country in its implementation.

After these trainings, all specially protected natural areas will start developing their budgets in a program format. These will be discussed at the final workshop, which will discuss the complexities and problems that professionals may encounter when developing program budgets. The seminar is planned to be held in Bishkek in the coming months.
