Immigration update: France | New travel regulations from 9th of June

Starting from the 9th of June 2021, France will modify the sets of measures allowing entry in the country and reduce the requirements for people who can provide an evidence that they got vaccinated by one of the vaccines recognised by French authorities.

The vaccines admitted by the French authorities are the one recognised by the European Medicines Agency: Pfizer, Moderna, AstraZeneca and Johnson & Johnson.

3 sets of measures have been determined for the 3 following categories of countries in regards of the local situation.

Green Countries: European countries, Australia, South Korea, Israel, Japan, Lebanon, New Zealand, and Singapore

Orange Countries: Countries that are not listed under the green or the red list of countries.

Red Countries: Argentina, Bahrain, Bangladesh, Brazil, Colombia, Costa Rica, Chile, India, Nepal, Pakistan, Qatar, South Africa, Sri Lanka, Surinam, Turkey, and Uruguay

• Measures applicable to travellers entering from a country on the green list

Borders are opened to all travellers entering France from a country on the green list.
People traveling from green countries that can provide a proof of vaccination won't have to take a covid-19 test to enter France.

• Measures applicable to travellers entering from a country on the orange list

Traveller who can provide a proof that they have been vaccinated will be able to enter France without compelling reason.

They will only need to provide a negative PCR Test done less than 72 hours prior to boarding or an antigenic test done less than 48h hours prior to boarding.

Travelers that have not received one of the recognised vaccines will be submitted to the following measures:

1) Travel for one of the bellow compelling reason:
- French or EU nationals and their family
- Third-country nationals holding residence permit and having their residence in France => this excludes first arrivals after issuance of the D visa
- UK nationals and their family who benefit from the withdrawal agreement, police at the borders and British officials discharging their duties, border police officers and customs officers, Channel Tunnel staff
- Transiting travellers, flight, cargo, train, bus or vessel personnel, international carriers of goods
- Diplomatic or International organisations staff working in France.
- Foreign healthcare workers supporting the fight against Covid-19.
- Students with proper visa & proof of address in France
- Teachers and researchers employed or invited.
- Third country national with a « Passport Talent » long-term visa (VLS) and their family

2) Provide a negative PCR Test done less than 72 hours prior to boarding or an antigenic test done less than 48 hours prior to boarding.
3) Agree that they might have to take an antigenic test upon arrival in France.
4) Proceed to a self-isolation of 7 days upon arrival in France.

• Measures applicable to travellers entering France from a country on the red list

All travellers from countries on the red list shall:

1) Travel for one of the below compelling reason:
- French citizen, and their family.
- EU nationals and their family whose main residence is in France.
- Third-country nationals holding residence permit and having their residence in France => this excludes first arrivals after issuance of the D visa
- Citizen of a third country holding a long-stay visa issued for the purpose of family reunion or reunification of refugee families, beneficiaries of subsidiary protection and stateless persons.
- Land, sea and air transport sector workers or transport service providers, including drivers of vehicles carrying goods intended for use in the territory, as well as those who are only in transit, or travelling as passengers returning to their home base or for training purposes.
- Diplomatic or International organizations staff working in France and their family.
- Travelers in transit in the international zone for less than 24 hours.
2) Provide a negative PCR Test or an antigenic test done less than 48h hours prior to boarding.
3) Agree that they will have to take an antigenic test upon arrival in France.
4) If they are vaccinated, they will have to self-isolate for 7 days.
5) In absence of vaccination, a 10-day quarantine organize by the authorities will be mandatory.

As a consequence French consulate should restart the delivery of all visas in orange countries.
