WASHINGTON, D.C. - U.S. Senators Shelley Moore Capito (R-W.Va.), Ranking Member of the Environment and Public Works (EPW) Committee, and Jim Inhofe (R-Okla.), Ranking Member of EPW's Subcommittee on Clean Air, Climate, and Nuclear Safety, joined by Representatives Cathy McMorris Rodgers (R-Wash.), Ranking Member of the House Energy and Commerce (E&C) Committee, and David B. McKinley (R-W.Va.), Ranking Member of E&C's Subcommittee on Environment and Climate Change, today wrote to President Joe Biden reiterating their request for details, analyses, and calculations used to support the nationally determined contribution (NDC) target as part of the Paris Agreement.

'Despite promises of transparency, administration officials have dodged our continued requests during the past months in hearings, letters, calls, and questions for the record.We have yet to be provided with any data or any analysis used or generated to inform the NDC target,' the members wrote.

BACKGROUND:

Under the Biden administration, the United States has pledged to reduce national greenhouse gas emissions by 50 to 52 percent below 2005 levels by 2030 in accordance with the Paris Agreement.

In a document submitted to the United Nations under the Paris Agreement, the administration stated that it had 'conducted a detailed analysis to underpin this 2030 target, reviewing a range of pathways for each sector of the economy that produces CO₂ and non-CO₂ greenhouse gases: electricity, transportation, buildings, industry, and the land sector.' No such analysis has been provided to Congress, despite repeated requests for it.
