District 2 Councilman Files 6 CCRs, Outlining Policy Vision

SAN ANTONIO (January 25, 2022) - Councilmember Jalen McKee-Rodriguez has filed a series of Council Consideration Requests (CCRs) promoting community safety, well-being, and equity throughout the City of San Antonio. The CCRs will be reviewed and presented by staff before City Council Committees and may potentially become City policies or ordinances if approved by the full City Council.
Following the approval of a CPS Rate Increase, the District 2 Councilmember filed a CCR proposing that CPS and SAWS consider a CPS/SAWS Rate Freeze for seniors and people with disabilities, with special consideration for disabled veterans. "My community is gravely concerned for the most vulnerable populations in our city, including seniors and those with disabilities," remarked the District 2 Councilman. "Where we have an opportunity, we should work with our Rate Advisory Committee, city staff, and the community to protect those who are deeply burdened by the rising cost of living."
Initially proposed during the FY 2022 Budget Cycle, District 2 is also proposing the creation of an Office of Crime & Recidivism Prevention that strategically addresses the root causes of crime and makes policy and budgeting recommendations from a lens of proactivity.
A third CCR looks for an expansion to the City's Payday Loan Ordinance, originally championed by Former Councilman Rep. Diego Bernal to apply the current regulations to predatory signature and personal loans.
The CCR co-sponsored by Councilwoman Ana Sandoval addresses a Food Access Master Plan. "When people don't have access to healthy food, their health suffers," said the District 7 Councilwoman. "The City has made huge progress in expanding access to healthy foods, but there is still so much work to do. A Food Access Master Plan will set up San Antonio for a stronger, healthier future."
The Animal Care Services Master Plan CCR, co-sponsored by District 6 Councilmember Melissa Cabello Havrda asks the City department to review current policies and procedures and propose strategies to increase the live release rate. "I have a special interest in Animal Care Services because the work ACS does is so important to our whole community and because the headquarters is located in District 6," said the Councilwoman. "This master plan is overdue, and the detailed review and community input it calls for will make us all better and more compassionate caretakers of our beloved animal companions."
Lastly, to proactively address the impacts of displacement, the CCR co-sponsored by Councilwoman Phyllis Viagran asks staff to consider conducting a Displacement Impact Assessment earlier in the procurement of development contracts. "I am excited in taking this next step in the process of making sure that growth is done thoughtfully, and we have housing opportunities for all San Antonians," said the Councilwoman.
