1.0 General information

1.1 Background

Rikolto is an international network organisation with over 40 years of experience in partnering with food chain stakeholders in Africa, Asia, Europe and Latin America. We build bridges of trust and trade between the food industry, governments, research institutions, financial institutions and farmers' organisations around one central question: 'What will we eat tomorrow?'

Rikolto's global strategy is directed towards structural changes in the agri-food system and upscaling of well-functioning practices and policies that unlock the farming potential of a critical mass of small holder farmers. Clear structural change/up-scaling agendas are agreed upon for which specific strategies and actions are developed. This is followed by design of concrete interventions in pilot chains in order to experiment, learn and build evidence to influence the agreed changes. The potential of technology to address financial needs along the value chain has yet to be fully realized.

Rikolto in East Africa secured funding from European Union under the AGRI-CONNECT Programme for a 4-year horticultural programme in Tanzania, which aims to improve and increase market competitiveness in the sector supplying both domestic and international markets. This will run from 2020 to 2024 covering five regions in Tanzania's Southern Highlands, specifically Iringa, Katavi, Njombe, Mbeya and Songwe.

1.2. Rationale on water use for agriculture

Water is a critical input for agricultural production and plays an important role in food security. Irrigated agriculture represents 20% of the total cultivated land and contributes 40% of the total food produced worldwide. Irrigated agriculture is, on average, at least twice as productive per unit of land as rainfed agriculture, thereby allowing for more production intensification and crop diversification.

Due to population growth, urbanization, and climate change, competition for water resources is expected to increase, with a particular impact on agriculture. The world population is expected to increase to over 10 billion by 2050, and whether urban or rural, this population will need food and fibre to meet its basic needs. Combined with the increased consumption of calories and more complex foods, which accompanies income growth in the developing world, it is estimated that agricultural production will need to expand by approximately 70% by 2050 (World bank report, 2021).

Agriculture in Tanzania consumes over 90% of water with most of it using inefficient gravity open canal and flooding or basin technologies. These methods lead to up to 45% water losses. This is despite the fact that critical parts of Tanzania River Basin, in particular, are considered "water-stressed" regions having 1,200 cubic meters per capita of renewable internal fresh water, compared to 1,608 cubic meters for Tanzania as a whole by 2015 (WB, Tanzania Economic Update 2017).

2.0. Tender on construction of Ulowa headwork irrigation scheme at Kalobe ward

Kalobe is an administrative ward in the Mbeya Urban district of the Mbeya Region of Tanzania with a total population of 9,654 (2012 Census report). The ward is very famous for production of leaf vegetables which are supplied to Main city centre markets of Sokoine, Soweto, Igawilo and nearby towns such as Mbalizi, Mbozi. Farmers in the area are experiencing encounters on their daily agriculture activities due to poor irrigation infrastructure in place especially challenges at the intake of the irrigation scheme. Rikolto through funding from European Union and through its food smart city program is collaborating with Mbeya City Council to improve headwork/intake for Ulowa irrigation scheme (famous Kalobe Scheme) for farmers to access water for horticulture production. Rikolto now invites eligible building contractors to submit their quotation for the proposed water headwork improvement at Ulowa irrigation scheme. Tendering will be conducted through Open Competitive Tendering procedures as part of the Rikolto procurement guidelines and applicable laws in Tanzania.

Interested bidders may obtain a complete set of bidding documents in English at Rikolto Mbeya office. No payment is required in obtaining the tender documents. Late tenders, portion tender, tender submitted through post office, electronic tenders, tenders not opened and not read out in the public at the tender opening ceremony shall not be accepted for evaluation irrespective of the circumstances.
