Initially the monument was erected in 1945 at the burial site of the Soviet and Mongolian soldiers who died during the liberation of Zhangbei County. However, it was destroyed during the Chinese Civil War of 1945-1949. Following the proclamation of the People's Republic of China, a decision was made to erect a stately memorial, which was opened on 20 October 1957.

Names of 69 Soviet and 56 Mongolian soldiers are engraved on the central wall of the memorial.
