Willems, according to POLITICO, writes that meaningful WTO reform will not succeed unless the United States and European Union work closely together. 'If they cannot reach consensus on how to fix the WTO,' he said, 'it is inconceivable that the rest of the world could do so,' particularly since they are 'equally challenged by China's policies,'
Willems said fixing problems with the WTO's negotiating function was critical to resolving the concerns that have led Washington to block the appointment of new WTO judges, thereby crippling the organization's dispute settlement function. At the same time, though, he said the dispute settlement disagreement has put a 'chill' on new negotiations.
