On January 11 to 12, 2021 local time, State Councilor Wang Yi paid a visit to Myanmar, during which both sides have reached a number of political consensus on the future development of China-Myanmar relations:
First, both sides will continue to fully implement the results of President Xi Jinping's visit to Myanmar, coordinate and promote exchanges and cooperation in all fields and promote the building of a community with a shared future to go increasingly deeper. Both sides have reached consensus in principle on the text of the Action Plan for Building a China-Myanmar Community with a Shared Future on the occasion of the first anniversary of the announcement by President Xi Jinping and the leader of Myanmar to jointly build such a community, and will sign it as soon as possible.
Second, both sides will step up anti-pandemic cooperation, deepen the joint prevention and control efforts, and improve the 'fast tracks' for necessary flow of the people and the 'green lanes' for goods transportation. China will continue to provide Myanmar with anti-pandemic materials based on its needs and has decided to donate a batch of COVID-19 vaccines to Myanmar. The two countries will further their talks on vaccine cooperation.
Third, both sides will deepen the alignment of their national development strategies, jointly build the China-Myanmar Economic Corridor with high quality, and accelerate the advancement of three-end supporting projects like the Kyaukphyu Special Economic Zone, the New Yangon City and the China-Myanmar Border Economic Cooperation Zone, as well as connectivity cooperation. China is willing to combine the cooperation on relevant projects, give active consideration to providing Myanmar with concessional loans and other financing supports and stay in touch with Myanmar concerning the arrangement for extending the G20 Debt Service Suspension Initiative (DSSI).
Fourth, both sides will implement the five-year plan for economic and trade cooperation between China and Myanmar and further improve the volume and quality of bilateral trade.
Fifth, both sides will carry out close people-to-people exchanges and enhance the mutual understanding and friendship between the two peoples. Taking into account the impact of the COVID-19 pandemic and other factors, both sides will extend the celebration of the 70th anniversary of the establishment of China-Myanmar diplomatic ties and the China-Myanmar Year of Culture and Tourism to 2021.
Sixth, China welcomes Myanmar's assumption of the role of the country coordinator of China-ASEAN relations, and is ready to work with Myanmar to elevate the China-ASEAN relations, build a China-ASEAN Partnership on Blue Economy, and strive to put into force the Regional Comprehensive Economic Partnership at the earliest possible date.
Seventh, as this year marks the fifth anniversary of the Lancang-Mekong Cooperation (LMC), the two countries will further deepen cooperation, play their role as the co-chair of LMC, cement water resources cooperation and properly connect LMC with the New International Land-Sea Trade Corridor.
Eighth, both sides will jointly push for the establishment of a China-ASEAN community of cybersecurity in support of the Global Initiative on Data Security.
Ninth, both sides will continue to adhere to the Five Principles of Peaceful Coexistence jointly advocated and practiced by China and Myanmar, take a clear-cut position against unilateralism and protectionism, and jointly safeguard their legitimate rights and interests and the national dignity.
Tenth, China reiterates that it will firmly pursue the friendly policy towards Myanmar, support Myanmar in advancing its post-election political agenda, and support the new Myanmar government in its administration.
Eleventh, China supports Myanmar in continuously promoting national reconciliation in the 'Panglong Spirit', and is willing to join hands with Myanmar to combat cross-border gambling, Internet fraud and other criminal activities and to maintain peace and stability in the border areas.
Twelfth, China supports Myanmar in properly addressing the Rakhine State issue, and backs the talks between Myanmar and Bangladesh on the issue and the early repatriation of displaced people to Myanmar from Bangladesh.
During the visit, both sides also signed or announced eight specific outcomes, including: The first is signing the Five-year Plan for Economic and Trade Cooperation between China and Myanmar. The second is signing the Agreement on Economic and Technical Cooperation between the Government of the People's Republic of China and the Government of the Republic of the Union of Myanmar. The third is starting the construction of China-aided Myanmar National Center of Disease Control (CDC). The fourth is China's announcement of providing anti-pandemic supplies to Myanmar. The fifth is China's announcement of offering annual assistance to the peace process of Myanmar. The sixth is signing the Memorandum of Understanding on Conducting a Feasibility Study of the Mandalay-Kyaukphyu Section of the China-Myanmar Railway. The seventh is signing the handover documents for China-aided resettlement project for displaced persons in Kachin State, Myanmar. The eighth is announcement of the commencement of construction of the China-aided Kunlong Bridge in Myanmar.
