Principals of Teacher Training Institutions in Uganda Strengthen Skills in Leadership, Management and Governance

In an effort to strengthen the capacity of TTIs to fulfill their mandate, UNESCO, under the Norwegian Teacher Initiative (NTI), and collaboratively with the Ministry of Education, commissioned a national assessment of TTIs in Uganda on leadership, management and governance. This was aimed at identifying any gaps in leadership, management and governance in the institutions. The assessment culminated in the development of a national guideline for the TTIs to improve leadership, management and governance practices. As a way of rolling out the guidelines, UNESCO, under the NTI project, convened a 3-day training workshop (31 May to 2 June) for principals of TTIs and Ministry of Education officials in Uganda. The workshop was meant to orient participants on the guidelines, and encourage them to adapt the guidelines to better lead, manage and govern their respective institutions.

While delivering his opening remarks at the start of the workshop, Mr. Jonathan Kamwana, the Commissioner Teacher/Tutor Education and Training (TIET) of the Ministry of Education and Sports told the principals that, 'As leaders, [their] roles are to mobilize resources and inspire tutors and staff to execute their roles to the best of their abilities in order to realize the mandate given by government'.

Leadership is about delivering services through competent and able persons regardless of sex, religion or race, for the good of humanity.

Mr. Kamwana thanked UNESCO for making it possible to have the heads of TTIs trained in leadership, management and governance. 'With this knowledge, I am confident you will lead, manage and govern your institutions differently moving forward', he noted.

The UNESCO Project Officer in charge of the NTI project in Uganda, Mr. Ismail Banduga, informed the participants that the current debate on quality education revolves around three critical elements - relevance, inclusion and participation.

As heads of TTIs, effective leadership, management and governance of your institutions is paramount if you have to provide quality education that is relevant, inclusive and participatory.

The workshop attracted over 40 participants drawn from 23 Core Primary Teachers Colleges, 5 National Teachers Colleges, the Health Tutors College and Ministry of Education and Sports. On behalf of the participants, Mr. Turyahikayo Benjamin, the Principal of the National Teachers' College in Kabale noted that, the training was timely.

We are happy to be the first beneficiaries of this training. We pledge to put to practice the knowledge we have gained from this training to improve on our leadership, management and governance practices in our respective institutions.
