American Tobacco District Waterline Replacement - Phase 1 Project Update and Two-Week Look Ahead

The City appreciates your ongoing patience with the work along the busy corridors associated with this project. Additional information regarding this project can be found at: https://durhamnc.gov/2780/American-Tobacco-District-Waterline-Repl.

Be advised: Opening day for the Durham Bulls is May 11-we have been coordinating with the Bulls, and the plan is to have access to the Durham Bulls Athletic Park/parking decks available for home games. Go Bulls!

Planned Road / Lane Closures will occur as follows:

  • Week of 4/26:
    • Full closure of Willard Street between Julian Carr and Jackson Street.
    • Eastbound lane closure of Jackson Street east of Willard Street.
  • Week of 5/3:
    • Full closure of Willard Street between Julian Carr and Jackson Street.
    • Eastbound lane closure of Jackson Street east of Willard Street.
    • Full closure of Jackson Street between Duke Street and Willard Street.

Saturday - Sunday April 24-25, 2021:

  • No work will take place on Saturday or Sunday.

Week of April 26, 2021:

  • Willard Street between Julian Carr and Jackson Street will have a road closure to accommodate transmission main installation.
    • Traffic control signs and markings will be used for the Willard Street detour.
    • Access to the ATC South Deck via Willard Street will remain open.
    • Sidewalk traffic will be disrupted.
    • Noise levels in excess of the current City noise ordinance are anticipated during work hours.
    • Planned work hours are 7 AM to 7 PM.
    • No water or sewer service disruptions are anticipated.
  • Jackson Street east of Willard Street will have an eastbound lane closure to accommodate waterline installation.
    • Traffic control signs and markings will be used for the Jackson Street detour.
    • Access to the ATC North Deck via Willard / Julian Carr will be open during lane closure.
    • Sidewalk traffic will be disrupted.
    • Noise levels in excess of the current City noise ordinance are anticipated during work hours.
    • Planned work hours are 7 AM to 7 PM.
    • No water or sewer service disruptions are anticipated.

Saturday - Sunday May 1-2, 2021:

  • No work will take place on Saturday or Sunday.

Week of May 3, 2021:

  • Willard Street between Julian Carr and Jackson Street will have a road closure to accommodate transmission main installation.

  • Jackson Street between Duke Street and Willard Street will have a full closure to accommodate transmission main installation.
    • Traffic control signs and markings will be used for the Jackson Street detour.
    • Access to the parking deck and surface parking lot will be maintained.
    • Sidewalk traffic will be disrupted.
    • Noise levels in excess of the current City noise ordinance are anticipated during work hours.
    • Planned work hours are 7 AM to 7 PM.
    • No water or sewer service disruptions are anticipated.

Saturday - Sunday May 8-9, 2021:

  • No work will take place on Saturday or Sunday.
