MDHHS issues RFPs for sexual assault survivor support grants

LANSING, Mich. - The Michigan Department of Health and Human Services (MDHHS) has issued three Requests for Proposals (RFP) to support grant funding for sexual assault support services.

The focus of these programs is to support primary and secondary survivors of sexual violence. To be eligible, applicant agencies must be a nonprofit organization, exempt from taxation under section 501(c)(3) of the internal revenue code or a federally recognized Michigan tribe or group of federally recognized Michigan tribes.

MDHHS is offering three separate RFPs, each targeted to a specific service delivery model:

Sexual Assault Focused Services (SAFS-2025)

The purpose of the program is to provide sexual assault focused services for sexual violence survivors. These essential services address the physical, social, emotional and culturally appropriate needs of sexual assault survivors.

Sexual Assault Comprehensive Services (SACS-2025)

The purpose of the program is to develop and/or sustain comprehensive sexual assault services that address the physical, social, emotional and spiritual needs of sexual assault survivors. These services go beyond the most immediate, pressing needs to support more in-depth healing and empowerment. Different cultural expressions of trauma may require culturally congruent responses. Services made available to survivors of sexual assault should be representative of each community's needs.

Sexual Assault Nurse Examiner (SANE-2025)

The purpose of the Sexual Assault Nurse Examiner (SANE) program is to respond to sexual assault patients' emotional and physical needs as well as evidentiary needs for prosecution. A primary goal of a SANE nurse is to strive to preserve their patient's dignity and ensure victims are not re-traumatized by the medical exam/evidence collection process. This program is a companion to SACS-2025 and applicants must be successfully recommended for funding under SACS-2025 to be eligible for funding under SANE-2025.

The award periods begin Oct. 1, 2024, and end Sept. 30, 2025. MDHHS expects to award approximately $14 million across the three programs. Project director requests to gain access to the applications are due by 5 p.m., Wednesday, May 22. Grant applications must be submitted electronically through the EGrAMS system by 3 p.m., Wednesday, May 29.

Application presentations are available for these RFPs that discuss the funding opportunities in detail and provide instruction on using the EGrAMS system. The presentations can be accessed on the EGrAMS website.
