Duplicate water bills issued to provided IEPA mandated language

Some residents may have received a duplicate water bill in May. There is no need to make a second payment, and those who use auto-billing will not be charged twice. The duplicate bill was mailed as the original bill was missing IEPA-mandated language related to lead testing.

A cover letter was included on all duplicate bills with the following message:

NOTICE: DUPLICATE BILL

You have already received this water bill. If you have made your payment, thank you⏤no action is required.

The reason you are receiving this duplicate bill is because the original May bill mailed to you did not include messaging required by the Illinois Environmental Protection

Agency (IEPA). The message is provided below:

Elgin is required to test tap water in older homes that may have lead service lines. Due to elevated levels of lead being found in a small subset of the homes/buildings

sampled, the IEPA requires the following notice to all properties in the water distribution system:
