Eni North Africa BV... MAINTENANCE AND PROVISION OF MEDICAL AND OTHER EQUIPMENT – JALO, LIBYA

Eni North Africa BV intends to avail itself of the cooperation of qualified and experienced Contractor(s) for the following services for a Public Health Facility:

Maintenance and overhaul of existing medical equipment (provision of spare parts, calibration, software updates, etc…); Provision and installation of various Medical equipment, including 2 ICU equipped Ambulances as well as needed complementary material. Training for the ordinary Maintenance of all medical equipment will be undertaken.

Provision and installation of non-medical equipment for the Health Facility (computers, printers with scanner, small laser printers and office material)

To assess Vendors that will demonstrate capability in providing the above, Eni North Africa BV intends to run a Prequalification process for and provide the following minimum documentation:

  1. Administrative Documentation
    • Place of incorporation and details of the entity (Holding or part of a Group) that will be submitting an offer in case Tender will take place, plus details of any Parent Company and Ultimate Holding Company;
    • Following data from last 3 years financial accounts;
      • Capital Values, Net Assets and Turnovers;
      • Shareholders funds, i.e the owner's (or shareholder's) equity. It represents the funds/money invested in the company by the owners(or shareholder);
      • Short-term assets (current assets);
      • Short-term debts (short-term liabilities).
    • Number of registered employees up to date, Main declared activity, name of the Managing Directors and of the person entitled by power of attorney to sign Contracts on behalf of your company.
    • Details of any litigation, in progress or within last five (5)-years, for a prospective claim value in excess of United States Dollars, Five Hundred Thousand (US$ 500,000).
    • Shareholding structure/chain, from the entity that will be submitting an offer in case of Tender will take place to the Ultimate Beneficial owners.
    • 'Eni's Suppliers Code of Conduct' and 'Compliance declaration' signed by a duly authorized signatory/representative. In case of a Joint Venture/Consortium, or other type of Grouping, such documents shall be signed by all Parties in order to be legally binding upon each and all of them.
    • Shareholding structure/chain, from the entity that will be submitting an offer in case of Tender will take place to the Ultimate Beneficial owners.
  1. Technical Requirements
    • Vendor shall have a minimum experience of 3 years in the maintenance Services for medical facilities and provide the description of at least 3 similar projects already executed in the past 3 years in Libya with evidence and the list of Companies/Organizations that Vendor had business contract with.
    • Vendor is having an Office with its own staff (Supervisor, Technicians performing project activities in Libya and capable to mobilize staff to work site and project manager/ supervisor for meetings in Tripoli, when necessary).
    • Professional experiencesof the personnel responsible for the activities on site, such as Supervisor, Medical Technician, and/or Engineers performing studies or activities related to the project (CV of main disciplines, and demonstrated previous professional experience in the same functions of at least 3 years).
    • List of Subcontractor(s)with whom Vendor is expected to have agreement. Authorized Company Brand Representatives or Authorized Dealers shall provide evidence of their status (current Agreements in place with the Companies they represent).
    • Organization Chart(including the Health, Safety, Environmental Supervisor) demonstrating the Service structure for ongoing maintenance activity and to provide evidences, procedures, records, invoices and documentation review regarding Maintenance Management process.
  2. Health, Safety, Environmental (HSE) Requirements
    • HSE Policy, HSE Manual and/or list of the HSE Integrated Management Systemprocedures;
    • ISO 14001:2015, ISO 45001:2018 Certification, if available;
    • Company HSE Department Organization;
    • Company HSE Training matrix;
    • Preliminary HSE Risks Assessment related to activities required to carry out subject scope;
    • Preliminary list of PPE intended to be used with relevant certification standards;
    • Vendor's HSE statistics for each of the last 3 years:

o Number and type of injuries;

o Total worked man-hours by workforce;

o Frequency rates/TRIR/LTIF;

o Number of occupational diseases;

o Vendor's definition of lost time incident and Total Recordable Injury.

Note: All COMPANY's HSE requirements which are applied to the Vendor are automatically applied (identically) for any subcontractor identified by Vendor
