Wolesi Jirga endorses Vienna conventions, draft law and the president's legislative decree

The Lower House of Parliament on Monday's plenary session endorsed the Vienna two Conventions, a law draft and the President's legislative decree with majority votes.

The session was held under the chairmanship of Mir Rahman Rahmani, while the Vienna conventions on road traffic (8 November 1968) and road signs (November 1968), draft law on consular services fees and the President's legislative decree# 255 in relation to companies with limited responsibility was presented in the session by related officials for Wolesi Jirga's commissions and after voting endorsed.

The Vienna conventions on road traffic and road signs was endorsed with majority votes and the president's legislative decree except 6 opposed votes was confirmed with majority votes meanwhile the law draft on consular services fees except one vote was endorsed with majority votes.

At the meantime, MPs expressed their concerns regarding to rise of insecurity in the country's highways.

A number of people representatives asserted that Taliban have widespread presence in the country's highways and takes illegal taxes from drivers and after recognizing they kills government's employees.

Pointing on insecurity in Badakhshan and Baghlan highways, MPs emphasized for maintaining of security by related officials in mentioned highways.

At the meantime, MPs from Sar-e- Pul province informed about surrounding of the province by Taliban, adding this caused serious economic problems to people.

Legislators from Nimroz province briefed on beginning of some movements for creating of insecurity in the province after the utilization of the Kamal Khan dam, they asked government to take urgent measures in this regard before any movement by rebels.

Overall, members of the Nation House criticized on activity of acting finance minister, Khalid Painda, adding he has acted to a series of illegal measures against the law and the budget principle.

A few MPs says, in a written letter the finance acting minister prevented the implementation of development projects by ministries.

Likewise in today's session , a number of people representatives criticized on lack of payment of privileges salaries for low-ranking government's employees by finance ministry, adding, this comes in time that privilege salaries for some high high-ranking employees is paying by finance ministry.

At the meantime, allocation of Afghani 800 million for High Council for National Reconciliation was faced with serious criticizes of MPs.

Meanwhile a few MPs said, despite the High Council for National Reconciliation formation is not more than 900 members, but, the huge budget has been allocated for that.

Overall in today's session, people representatives talked in relation to peace process and they urged for restoring of everlasting ceasefire in the country.

At the meantime, some MPs asked President to create internal consensus among republicans before holding of Istanbul summit.

Criticize on usurpation of the lands around the Parwan court, criticize for lack of address to harmed people in Herat customs, criticize for activity of acting minister of public health and accusing of him for violation of law, criticize on government's inattention for addressing of vital projects of north zone particular textile factory (Nasaji factory), concern over drought in Farah province and peoples' serious concerns in this regard, emphasize for clarifying of the fate of the teachers training centres, criticize for disarrangement in Pul-e- Charkhi prison and emphasize for termination of work by acting ministers were the issues which discussed in today's session.

In relation to MPs concerns about insecurity in the country's highways, Rahmani said, concerns of MPs is comprehensible, he asked domestic security commission to interrogator the related officials about the mentioned issue.

In relation to problems of public health ministry, Rahmani asked health commission to probe the issue.

Overall, the House Speaker asked finance and budget commission to inspect from implementation of the budget for fiscal year 1400 by finance ministry.

At the meantime, Rahmani asked President Ghani to terminate for continuation of work by acting ministers, he went on to say, the new nominee ministers should introduced to Wolesi Jirga for obtaining of confidence vote.

In relation to drought in Farah and other provinces of the country, Rahmani instructed to related commission to address the mentioned problem with related officials.

It is mention-able, the Change Parliamentary Group and the Law and Justice Parliamentary Group announced their existence in today's session.
