Council Meeting Recap: New townhomes approved, Streets and alley rehab, New mixed-use development

New townhomes coming to Allen's downtown area
Council approved a Specific-Use Permit for the development of 16 townhome units at 100 W. Boyd Drive, located in Allen's Central Business District.

Each unit is approximately 2,833 square feet. The first set of units on the western side will face Butler Drive. Units on the eastern side will face the DART right-of-way. In the design proposal, Butler Drive will be converted to concrete, and parallel parking is added adjacent to the townhomes. Boyd Drive also will be replaced with concrete, and a new alley will connect from Coats Drive through the center of the block down to Boyd Drive.

The building plans show approximately 28-foot-tall buildings made of brick, stone and stucco. Building elevations include bay windows, front porches and second-floor balconies. The landscape plan incorporates open spaces and amenities for townhome residents.

Streets and alley rehab approved for $1,932,009
The City will remove and replace concrete panels on approximately 270 yards of alleys and 11,300 yards of roads in various locations throughout Allen. This reinvestment in our streets and alleys is larger than in years past and was approved by Council in the amount of $1,932,009.

Sloan Creek Waterline approved for $4,648,570
In October 2020, Council approved an agreement for the design of a 24-inch potable water line from Allen Commerce Drive to Ridgeview Drive. In preparation for the eventual development located at SH 121 and US 75, it's important to plan and establish a reliable water supply to the property for ultimate conditions and density. This week Council approved the construction for the waterline in the amount of $4,648,570.

Mixed-use development approved at Chelsea Boulevard and Ridgeview Drive
Council approved a mixed-use development on approximately 84.3632 acres located at the northwest corner of Chelsea Boulevard and Ridgeview Drive. In October 2021, Council rezoned this area for industrial and mixed-use purposes. The overall property concept now includes industrial use, office/restaurant/retail use and townhomes. The plan includes a central open space which fronts the four townhome buildings and complements the restaurants and office spaces planned for the area. A parking garage will accommodate daytime pedestrian traffic.

Council approves 7% CPI rate increase for CWD commercial customers
Council unanimously approved a 7% increase in the Consumer Price Index (CPI) for CWD, the City's contracted trash and recycling provider. The CPI is what the City pays to CWD, not what residents pay to the City. Residential waste service rates remain at $15.59, a rate unchanged since June 2010.

CWD requested the City consider a 9% CPI increase based on the impacts of rising pay and benefits, fuel, maintenance and other costs. The increase also matches the 9% CPI increase imposed by the U.S. Department of Labor.

The City's contract with CWD limits residential and commercial CPI increases to a maximum of 5% per year. However, the contract allows CWD to request a higher increase based on unforeseeable cost impacts. To date, the contract's highest CPI increase was 4.4% in 2008. The 7% increase approved this week takes effect June 1, 2022.
