San Clemente Considers Balanced Budget and Positive Operating Position

May 19, 2022…San Clemente, California…City staff will present a balanced budget with a positive operating position to the City Council on May 25, 2022.

The economy expanded during FY 2021-22 with increased housing prices and strong demand for retail and dining services. These areas of economic growth bode well for the City as property and sales taxes are major revenue categories, improving the outlook for the City of San Clemente. However, the City realizes potential future cost increases may occur and will maintain a conservative financial position.

City Management prioritizes maintaining a positive operating position. To create the Fiscal Year 2022-2023 budget, City staff focused on maintaining quality City services and capital projects, and minimizing expenses. As a result, the balanced budget includes a positive operating position, additional payments on pension liabilities, and fund balance and reserves available to offset economic downturns while still being responsive to residents' needs and providing the best service possible.

Like so many industries nationwide, San Clemente has found employee recruitment challenging. City Management continues to assess staffing vacancies to determine priority in the recruitment process based on current City needs. Even under constrained staffing levels, City employees continue to provide essential services to San Clemente residents.

City Council developed five strategic priorities. These priorities set the goals of the City Council and City staff build the actions to reach those goals. In the coming fiscal year, City staff will focus on implementing the City Council's strategic priorities while maintaining a balanced budget, providing quality services to residences, and implementing the adopted Capital Improvement Program.
