Launching the project 'Deploying eco-industrial parks in Vietnam under the approach of the Global Ecological Industrial Park Program' (04/12/2020-14:22:00 PM)

(MPI) - On November 20th, 2020, in Ho Chi Minh City, the Ministry of Planning and Investment cooperated with the United Nations Industrial Development Organization (UNIDO) and the Swiss State Secretariat for Economic Affairs (SECO) organized a kick-off workshop of the project 'Deploying an eco-industrial park (IP) in Vietnam in the direction of the global eco-industrial park program'.

Deputy Minister of Planning and Investment Tran Duy Dong, Ambassador of Switzerland to Vietnam Ivo Sieber, Chief Representative of UNIDO in Vietnam Le Thi Thanh Thao co-chaired the Workshop.

Speaking at the opening of the Workshop, Deputy Minister Tran Duy Dong said that the Workshop was an important event, marking a new step in the deployment of the ecological industrial model in Vietnam, demonstrating the close relationship between Vietnam and donors in the realization of the Sustainable Development Goals (SDGs).

By now, the system of industrial zones has brought into play its leading role in economic development and important driving force to accelerate the process of economic restructuring towards industrialization and modernization in order to implement the policy of developing industrial zones.

In addition to these positive results, the rapid industrialization process in Vietnam has posed many environmental challenges. In that context, Vietnam is gradually transforming its development model, including industrial zones in a more sustainable way, in line with the National Green Growth Strategy, Vietnam's commitment to the implementation of the UN's SDGs 2030, and Paris Agreement on Climate Change (COP 21), etc.

From 2015 to 2019, the Ministry of Planning and Investment has cooperated with a number of donors such as: Global Environment Fund (GEF), SECO, UNIDO to pilot conversion of traditional industrial zones to ecological industrial zones to move from horizontal development to in-depth development, promoting cooperation in production to use resources effectively.

On the basis of the achieved results, models, orientations and policy mechanisms for eco-industrial zones have been specified in Decree No. 82/2018/ND-CP dated May 22nd, 2018 by the Government on the management of industrial parks and economic zones.

Deputy Minister Tran Duy Dong emphasized that the model of ecological industrial zones could only promote its positive role to the national sustainable development strategy when it was replicated across the country, with support in policy making, technologies, finance, information and mechanisms for close linkage among stakeholders.

With the aim of implementing solutions to improve the economic, environmental and social efficiency of the industrial sector and integrate regulations to develop ecological industrial zones in relevant policies and mechanisms, the project is the inheritance of the results of pilot implementation of this model in recent years, as well as being a premise to replicate this model across the country, from Ninh Binh province, Da Nang city, Can Tho city in the pilot period to Hai Phong city, Dong Nai province, Ho Chi Minh city in the coming period.

Speaking at the seminar, Ambassador Iso Sieber affirmed that Switzerland was committed to supporting Vietnam to promote sustainable and inclusive growth, focusing on converting industrial zones from traditional to global eco-industrial zones. This is a model to help Vietnam build a green economy, adapting to climate change, in line with Vietnam's economic development strategy in the coming period as well as in accordance with the commitment of the Swiss Government at the global level which is to promote green and sustainable growth in developing countries, including Vietnam.

The project will be implemented by the Ministry of Planning and Investment in coordination with UNIDO for 3 years from 2020-2023 in order to support Vietnam in completing guiding documents on the implementation of the ecological industrial park model and continuing to promote the adoption of eco-industrial solutions at Dinh Vu Industrial Park (Deep C - Hai Phong City), Khanh Hoa Industrial Park (Da Nang City), Amata Industrial Park (Dong Nai Province), Tra Noc Industrial Park 1 and 2 (Can Tho City) and Hiep Phuoc Industrial Park (Ho Chi Minh City).

On behalf of UNIDO, Ms. Le Thi Thanh Thao said that the implementation of the eco-industrial park model would make an important contribution to improving the economic, environmental and social efficiency of industrial activities in Vietnam, acting as the premise for the development of mechanisms and policies on eco-industrial zones in particular as well as being incorporated in the provisions of the law on environment, industry and related policies.

The project is the inheritance of the results of the pilot implementation of this model through 2 components with the main contents: Completing mechanisms and policies and guiding the construction of eco-industrial zones and Deploying technical solutions to transform ordinary industrial zones into ecological industrial zones.

Industrial development towards environmental sustainability and efficient use of natural resources and energy is a common development trend in many countries, in which ecological industrial zones have important implications for sustainable industrial development in Vietnam. The Ministry of Planning and Investment, UNIDO, SECO and relevant agencies of Vietnam hope that the results of the Project will be the basis for state management agencies and donors to continue replicating the ecological industrial park model on a national scale./.
