Gov. Edwards Announces Boards and Commissions Appointments

Today, Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions.

Board of Commissioners for the Port of New Orleans

The Board of Commissioners of the Port of New Orleans regulates the commerce and traffic of the port and harbor, within its tri-parish jurisdiction (Jefferson, Orleans, and St. Bernard), in such manner as may, in its judgment, be best for the maintenance and development thereof in accordance with La. Rev. Stat. 34:21, et seq.

James J. Carter Jr. of New Orleans has been appointed to the Board of Commissioners for the Port of New Orleans. Carter is a managing partner of the Cochran Firm- Trials & Mass Torts Office. He will represent Position E.

Sparta Groundwater Conservation District

The guiding purpose and primary objective of the Sparta Ground Water Conservation District Commission is to conserve, protect, restore, and maintain the Sparta Formation Aquifer as a continuing source of high quality, potable water for current and future consumers by promoting conservation measures and the development of alternate sources of fresh water, pursuant to the authority and responsibility granted by the State of Louisiana.

Milton E. Melton of Ruston has been reappointed to the Sparta Groundwater Conservation District. Melton works in telecommunications for Alcatel-Lucent Enterprise. He will represent Lincoln Parish.

Regina H. Rowe of Jonesboro has been reappointed to the Sparta Groundwater Conservation District. Rowe serves on the Jackson Parish Police Jury. She will represent Jackson Parish.

Louisiana Workforce Investment Council

The Louisiana Workforce Investment Council serves to develop a strategic plan to coordinate and integrate a workforce development delivery system to assure efficiency and cooperation between public and private entities by advising the governor on the needs of Louisiana's employers and its workforce.

Roy O. Martin III of Alexandria has been appointed to the Louisiana Workforce Investment Council. Martin is chairman, CEO, and CFO of Martin Sustainable Resources LLC and the director and co-founder of Indigo Materials LLC. He will represent Louisiana's general business community.

Louisiana Shrimp Task Force

The Louisiana Shrimp Task Force was created to study and monitor the shrimp industry and to make recommendations to the Wildlife and Fisheries Commission and the Department of Wildlife and Fisheries and other state agencies for the maximization of benefit from that industry for the state of Louisiana and its citizens.

Ronald L. Anderson Jr. of Montegut has been appointed to the Louisiana Shrimp Task Force. Anderson is the vice president of the Louisiana Shrimp Association and is a certified commercial fisherman that harvests shrimp inshore and offshore. Anderson will serve as a member possessing a commercial fisherman's license with a "certified" endorsement nominated by the Louisiana Shrimp Association.

Lance A. Authement of Dulac has been reappointed to the Louisiana Shrimp Task Force. Authement is a co-owner of LA Shrimp Dock LLC. He will serve as an alternate member and an active Louisiana shrimp processor.

Kristen M. Baumer of New Orleans has been reappointed to the Louisiana Shrimp Task Force. Baumer is the president of Paul Piazza & Son, Inc. He will serve as an active shrimp processor.

Andrew J. Blanchard of Houma has been reappointed to the Louisiana Shrimp Task Force. Blanchard is the president of Pearl Inc. seafood processing. He will serve as an active shrimp processor.

Acy J. Cooper Jr. of Venice has been reappointed to the Louisiana Shrimp Task Force. Cooper is the president of the Louisiana Shrimp Association and a certified commercial fisherman that harvests shrimp and finfish. He will serve as a member possessing a commercial fisherman's license with a "certified" endorsement nominated by the Louisiana Shrimp Association.

Chalin E. Delaune of New Orleans has been appointed to the Louisiana Shrimp Task Force. Delaune is the vice president of Tommy's Seafood Inc. He will serve as an active Louisiana dock buyer of shrimp.

Jeff B. Drury III of Belle Chase has been appointed to the Louisiana Shrimp Task Force. Drury is a certified commercial fisherman who harvests shrimp inshore and offshore. He will serve as a member possessing a commercial fisherman's license with a "certified" endorsement nominated by the Louisiana Shrimp Association.

Alan "Andy" Gibson of Houma has been reappointed to the Louisiana Shrimp Task Force. Gibson is the owner of Tidelands Seafood Company. He will serve as an active Louisiana shrimp processor nominated by the American Shrimp Processors Association.

Lance M. Nacio of Montegut has been reappointed to the Louisiana Shrimp Task Force. Nacio is the owner of Anna Marie Shrimp. He will serve as a member possessing a commercial fisherman's license with a "certified" endorsement nominated by the secretary of the Department of Wildlife and Fisheries.

Rodney P. Olander of Franklin has been appointed to the Louisiana Shrimp Task Force. Olander is a certified commercial fisherman who harvests shrimp inshore in St. Mary's Parish. He will serve as a member possessing a commercial fisherman's license with a "certified" endorsement nominated by the Louisiana Shrimp Association.

Phillip V. Tran of Cut Off has been appointed to the Louisiana Shrimp Task Force. Tran is the captain of Ocean City Corporation. He will serve as an alternate member with a commercial fisherman's license with a certified endorsement nominated by the secretary of the Department of Wildlife and Fisheries.

Louisiana Endowment for the Humanities

The Louisiana Endowment for the Humanities acts as a steward and supporter of Louisiana's diverse and vibrant culture and history. Its mission is to partner with communities, institutions, and individuals to explore Louisiana's past, reflect on our present, and imagine our future.

Evelyn Faye Flanagan of Alexandria has been reappointed to the Louisiana Endowment for the Humanities. Flanagan is a former librarian, teacher, and principal. She will serve at-large.

Elizabeth M. Mangham of Baton Rouge has been reappointed to the Louisiana Endowment for the Humanities. Mangham is the managing partner of Southern Strategy Group. She will serve at-large.

Kellen J. Mathews of New Orleans has been appointed to the Louisiana Endowment for the Humanities. Mathews is a partner at Adam and Reese LLP. He will serve at-large.

Chanler Holden Mittendorf of Baton Rouge has been appointed to the Louisiana Endowment for the Humanities. Mittendorf is CEO of Barnstorm Design LLC. She will serve at-large.

Willie L. Mount of Lake Charles has been reappointed to the Louisiana Endowment for the Humanities. Mount is the former Mayor of Lake Charles and a former Louisiana senator. She will serve at-large.

Sharonda R. Williams of New Orleans has been reappointed to the Louisiana Endowment for the Humanities. Williams is the chief counsel for Loyola University. She will serve at-large.

Louisiana Board for Hearing Aid Dealers

The Louisiana Board for Hearing Aid Dealers' mission is to provide for examination and licensing of persons who test hearing while engaged in the selling and fitting of hearing aids, to provide for the regulation of and selling and fitting of hearings to the public, and to provide penalties for punishment for violations of Act 1968, No. 302.

Anna A. "Alisea" Cormier of Lafayette has been appointed to the Louisiana Board for Hearing Aid Dealers. Cormier is a hearing instrument specialist at Northland Hearing. She was nominated by the Louisiana Society of Hearing Aid Specialists and will represent Hearing Aid Dealer District IV.

Emily W. Goerges of Covington has been reappointed to the Louisiana Board for Hearing Aid Dealers. Goerges is a hearing instrument specialist. She was nominated by the Louisiana Society of Hearing Aid Specialists and will represent Hearing Aid Dealer District I.

Andrea Heard-Rowe of Bossier City has been appointed to the Louisiana Board for Hearing Aid Dealers. Heard-Rowe is a hearing instrument specialist and operations manager for Audibel of Shreveport. She was nominated by the Louisiana Society of Hearing Aid Specialists and will represent Hearing Aid Dealer District IV.

Addictive Disorder Regulatory Authority

The Addictive Disorders Regulatory Authority licenses and regulates addictive disorder counselors and prevention professionals in the State of Louisiana.

Roy F. Baas of Monroe has been reappointed to the Addictive Disorder Regulatory Authority. Baas is a former counselor at Ouachita and Still Waters Counseling. He was nominated by the Louisiana Association of Substance Abuse Counselors and Trainers Inc.

Adrian M. Perron of Carencro has been appointed to the Addictive Disorder Regulatory Authority. Perron is the director of clinical operations at Merakey. He was nominated by the Louisiana Association of Substance Abuse Counselors and Trainers Inc.

Paul M. Schoen of Covington has been reappointed to the Addictive Disorder Regulatory Authority. Schoen is a private practice addiction counselor. He was nominated by the Louisiana Association of Substance Abuse Counselors and Trainers Inc. and will serve as a member with significant experience and knowledge in the area of compulsive gambling.

Dr. Catrice L. Tolbert of Baton Rouge has been appointed to the Addictive Disorder Regulatory Authority. Dr. Tolbert is the executive director for the Louisiana Center for Prevention Resources. She was nominated by the Louisiana Association of Substance Abuse Counselors and Trainers Inc.

Susan S. Thornton of Baton Rouge has been appointed to the Addictive Disorder Regulatory Authority. Thornton is an I CARE specialist for the East Baton Rouge School System. She was nominated by the Louisiana Association of Substance Abuse Counselors and Trainers Inc. and will serve as a member with significant experience and knowledge in the area of prevention.

Louisiana Physical Therapy Board

The Louisiana Physical Therapy Board licenses and regulates physical therapists and physical therapist assistants who wish to work in Louisiana. The Board is mandated to interpret the scope of practice for physical therapy, write regulations, and discipline licensees who have violated the law.

Kathryn R. Brittain of Lake Charles has been reappointed to the Louisiana Physical Therapy Board. Brittain is a physical therapy specialist for Partners in Physical Therapy. She will serve at-large.

Dr. Phillip A. Page of Baton Rouge has been reappointed to the Louisiana Physical Therapy Board. Dr. Page is an assistant professor and research director for physical therapy at the Franciscan Missionaries of Our Lady University. He will serve as a physical therapist nominated by the Louisiana Physical Therapy Association.

Dr. Meredith A. Warner of Baton Rouge has been reappointed to the Louisiana Physical Therapy Board. Dr. Warner is an orthopedic surgeon at her private practice Warner Orthopedics and Wellness. She will serve as a physician.

Louisiana State Child Death Review Panel

The Louisiana State Child Death Review Panel is a multidisciplinary panel of 25 members of Louisiana state and non-governmental agencies and organizations. The State Child Death Review Panel reviews all unexpected deaths among children age 14 years and younger, including SIDS (sudden infant death syndrome) to better understand the cause and contributing risk factors. Review findings are also used to take action to prevent other deaths and to improve health and safety of Louisiana's children.

Laurel L. Kitto of Prairieville has been appointed to the Louisiana State Child Death Review Panel. Kitto is the director of the newborn intensive care unit and neonatal transport services at Woman's Hospital. She will serve at-large.

Board of Supervisors for the University of Louisiana System

The Board is responsible for supervising and managing state colleges and universities that are not managed by a higher education board created specifically for such a purpose. The following universities are under the specific supervision and management of the board: Grambling State University, Louisiana Tech University, McNeese State University, Nicholls State University, Northwestern State University, Southeastern Louisiana University, University of Louisiana at Lafayette, University of Louisiana at Monroe and University of New Orleans.

Dana M. Peterson of New Orleans has been appointed to the Board of Supervisors for the University of Louisiana System. Peterson is the manager of College Hill Strategy Group LLC. He will represent the 2nd Congressional District.

Louisiana State Board of Embalmers and Funeral Directors

The Louisiana State Board of Embalmers and Funeral Director's mission is to regulate embalmers, funeral homes, funeral directors, individuals engaged in the care and disposition of the deceased and handling consumer complaints.

Louis Charbonnet III of New Orleans has been appointed to the Louisiana State Board of Embalmers and Funeral Directors. Charbonnet is the president of Charbonnet Family Services. He will serve as a licensed embalmer and funeral director for District A.
