LauderBriefs: May 17 City Commission Meeting Updates

The City of Fort Lauderdale is hosting City Commission meetings in-person at City Hall located at 100 N Andrews Avenue, Fort Lauderdale, FL 33301. If any person wishes to address the City Commission, the person shall sign up in the City Hall lobby using the City Clerk's iPad. The public can listen to and view City Commission meetings on FLTV, YouTube, Comcast Channel 78, and AT&T U-verse Channel 99. CITY COMMISSION JOINT WORKSHOP WITH THE CITIZENS' POLICE REVIEW BOARD

City Commission Discusses Proposed Ordinance Change
The City Commission and the Citizens Police Review Board (CPRB) held a joint workshop to discuss potential ordinance changes as it relates to the CPRB's scope of authority. The City Commission decided that any proposed changes to the ordinance will be discussed with the Fraternal Order of Police during contract negotiations. For details, visit ftlcity.info/3sFSCOA.

CITY COMMISSION CONFERENCE MEETING

Solid Waste Working Group Update
Public Works Program Manager Melissa Doyle provided an update for the Solid Waste Working Group. The Solid Waste Working Group was created in 2019 to create a regional solution to manage all solid waste generated in Broward County. The update highlighted the Waste Generation Study which calculates the amount of waste created residentially and commercially by weight, and the Composition Study which identifies the types of waste being generated. Next steps may include special assessments, a regional solid waste master plan, and the finalization of an Interlocal Agreement that will be sent to participating cities for review and feedback. COMMUNITY REDEVELOPMENT AGENCY (CRA) BOARD MEETING

CRA Board Approves City-Owned Properties for Affordable Housing
The City Commission, acting as the Community Redevelopment Agency (CRA) Board of Commissioners, approved a resolution to accept the instruments of conveyance for fifteen properties located in the Northwest-Progresso-Flagler-Heights Community Redevelopment Area from the City of Fort Lauderdale for affordable housing, contract with companies for appraisal, title, survey, demolition, maintenance, and related services, authorize the issuance of Request for Proposals for the development of the properties, and authorize the Executive Director to execute any and all related instruments and delegate authority to the Executive Director to take certain actions. The City Charter allows the City to convey real property owned by the City to another public agency for a public purpose. The transfer from the City will occur by a quitclaim deed, and all fees, costs, and expenses shall be paid by the CRA. For details, visit ftlcity.info/3PlhDIq.

City Commission Approved Event Agreement for Fort Lauderdale Live
The City Commission approved an event agreement with Greater Fort Lauderdale Pride, Inc. for Fort Lauderdale Live. This event is scheduled to take place at the Las Olas Intracoastal Promenade on Saturday, June 25, 2022, from 7:00 p.m. to 10:00 p.m. For details, visit ftlcity.info/3liHSld.

City Commission Accepts Drainage Easement
The City Commission accepted the dedication of a Drainage Easement for the property located at 3030 Holiday Drive, which is owned by Harbor Beach Property, LLC and leased by the Marriott Harbor Beach Resort & Spa. The title search revealed there are no city-owned drainage easements for existing stormwater infrastructure located in the area. The easement will be utilized for the operation and maintenance of existing City stormwater infrastructure in the area. The dedication of the new drainage easement is necessary to operate, maintain, and repair City stormwater infrastructure service the Holiday Drive right-of-way. City Commission Approves Special Municipal Election for District 1
The City Commission approved an agreement with the Broward County Supervisor of Elections to conduct a special municipal election for the District 1 seat on November 8, 2022. The City Commission adopted a resolution on April 19, 2022, calling for the special election after District 1 Commissioner Heather Moraitis submitted her resignation, effective November 7, 2022. City Commission Considers Site Plan Review for Lumiere
After listening to public comment, the City Commission approved a motion approving a De Novo hearing to further review the application and proposed site plan for the property located at 500 Hendricks Isles. The seven-unit multi-family residential project is being reviewed as a waterway use with yard modification for the project known as Lumiere. The project was reviewed by the Development Review Committee on December 14, 2021, then reviewed and approved by the Planning and Zoning Board in a 4-3 vote on April 20, 2022. The project approval is subject to the 30-day City Commission request for review and at the meeting last night's City Commission meeting a De Novo hearing was set for June 21, 2022. City Commission Approves Resolution to Rename a Section of NW 4 Street
The City Commission adopted a resolution to rename a portion of NW 4 Street to Shaw Street between NW 9 Avenue and NW 15 Avenue. The Red School House, with support from the Historic Dorsey-Riverbend Civic Association, petitioned to change the name in honor of Mrs. Julia Shaw. For details, visit ftlcity.info/3yNmaxt.

City Commission Passed an Ordinance on Second Reading Amending the Unified Land Development Regulations for the Central Beach Zoning Districts
The City Commission passed an ordinance on second reading amending the Unified Land Development Regulations (ULDR) to revise the process and procedures for uses in the Central Beach zoning districts, to revise and adopt dimensional requirements to include open space and streetscape design requirements, and to adopt prescriptive criteria for the design and compatibility point system. Based on previous discussions and internal analysis, staff proposed the following:

  • Increase the residential density to 70 units/acre for all central beach zoning districts, except for the A1A Beach Area (ABA) district which has its own criteria.
  • Allow for an increase in height of up to 20% subject to a restricted floorplate of 16,000 square feet that cannot be increased through a request to the City Commission. This would result in an overall height increase in the zoning districts that currently have a maximum height of 120 feet, resulting in a maximum height of 144-feet.

City staff presented the proposed changes to the Central Beach Alliance, the Greater Fort Lauderdale Chamber of Commerce - Beach Council Board, and the Council of Fort Lauderdale Civic Associations. For details, visit ftlcity.info/3wnEUlH.
