The Technology Industrial Park (TIP) has been awarded the 'High Distinction' in building construction management assessment for two years.
The Export Processing Zone Administration (EPZA) of the Ministry of Economic Affairs (MOEA) continues to improve the building construction management, EPZA won the "High Distinction" award in the ad-hoc competent authority group of "building construction management assessment program" of the Construction and Planning Agency (CPA) of Ministry of the Interior once again in this year (2021). The EPZA has been awarded the "High Distinction" for two years, which shows that the relevant construction management practices in the park are worthy of recognition.
According to EPZA, the Technology Industrial Parks all adopt principles such as "services more than regulation", "counseling more than punishment", and "communication more than auditing", by doing so, EPZA have a good interaction with enterprises in the parks. When implementing the building construction management measures, EPZA thoroughly considers the current situation, research and analyze possible problems and propose solutions, and hold the announce and coordination conference in parks at an appropriate time, so that enterprises in the parks could fully understand the policies of EPZA and actively cooperate in implementation.
In order to actively counsel enterprises in the parks to comply with the "Working Principles of Strengthening Building Construction Management" of the Ministry of the Interior and relevant construction management decrees of the Building Act during the construction process, in addition to regular inspections of construction sites, the EPZA conducts construction inspections on each floor construction, supervises the construction environment, project progress, safety maintenance, and emergency response measures for disaster prevention and other projects according to the regulations. In 2021, EPZA actively promoted multiple improvement measures, such as commissioned professional institutions and multiple architects conduct construction management related business, electronic operations at all phases of building construction management, increase the frequency of building inspections and site safety and health environmental maintenance inspections under construction, and announce miscellaneous licenses for adding elevators to the existent building below 5 floors simplify the construction management procedures and one-stop services to improve the efficiency of the construction management business of the EPZA.
Taking the construction of factories for semiconductor-related enterprises as an example, in response to the strong demand for semiconductors, enterprises in the parks have been actively expanding factories in Nanzih Technology Industrial Park (NTIP). In addition, to regularly assign officers to the construction site for inspection and assisting in solving the construction interface problems, the EPZA also entrusts the Kaohsiung Architects Association to assign professional architects to provide specific suggestions on construction quality control and improvement of the project progress on site. The project completed on time and to specification will enable the semiconductor-related enterprises in the parks to invest in production capacity and expand the scale of operations immediately, and boost the country's economic development.
In the future, the EPZA will continue to hold the spirit of serving the enterprises in the parks, actively serving and counseling enterprises and construction companies in the park, facilitating the overall project to be completed on time and to specification and implementing the construction management enterprises assessment and implementation the goal of the construction safety to enhance the construction quality of the building, maintenance of public safety, public transportation and public health. EPZA will continue to promote the three-in-one strategy of construction management disseminating, auditing, and counseling as well.
