FEMA Public Notice for McElhaney Road Culvert Repairs

The Federal Emergency Management Agency (FEMA) has received the subgrant application for Escambia County McElhaney Road culvert repairs due to damages in Hurricane Sally (DR-4564-FL PW 00525). Pursuant to Executive Order 11988 and 44 CFR Part 9.12, final notice is hereby given of FEMA's intent to provide funding for this project under the Public Assistance (PA) Program.

An initial disaster-wide Public Notice was published October 21, 2020 for Hurricane Sally. Comments and other information received were fully evaluated by FEMA along with evaluation of social, economic, environmental, and safety considerations. This notice serves as a project-specific final notice for FEMA's funding action located within the floodplain.

Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Location of Proposed Work: 8000 McElhaney Road (30.99553, -87.45255) and 7200 McElhaney Road (30.98809, -87.44670), Century, Florida

Floodplain: The culvert crossing at 8000 McElhaney Road is located in Zone A, otherwise known as the area of 100-year flooding. The culvert crossing at 7200 McElhaney Road is mapped in an unshaded X Zone per Escambia County FIRM Panel #: 12033C0030G dated 09/29/2006, however, it has experienced flooding in the past.

Proposed Work and Purpose: At 8000 McElhaney Road, the county replaced the culvert crossing according to codes and standards to mitigate future damages to the road. The repairs to this culvert included: installing a new straight concrete endwall on the upstream side of the culvert and replacing the three (3) black corrugated plastic culverts (40ft long x 4ft diameter) with two (2) concrete box culverts with reinforcing steel (9ft long x 4ft diameter). At 7200 McElhaney Road, the county replaced two (2) black corrugated plastic culvert (52ft long x 4ft diameter) with a reinforced concrete culvert (5ft long x 4ft diameter) and two (2) black corrugated plastic culverts (52ft long by 3ft and 52ft long by 4ft respectively) with two (2) reinforced concrete culvert (5ft long x 4ft diameter). The culvert design was approved by a licensed engineer.

Project Alternatives: The alternative that has been considered is the no action alternative. This alternative is not feasible as the community would no longer be able to cross Beaverdam Creek on McElhaney Road. This would limit transportation in this portion of the county. Alternate locations were not considered as the culvert is dependent on its location within the McElhaney Road right-of-way. The project will preserve the ability of the floodplain to perform its beneficial functions by allowing water to pass underneath the structure.
