McCaul Amendments Included in NDAA

Washington, D.C. - House Foreign Affairs Committee Lead Republican Michael McCaul is pleased to announce four of his amendments have been incorporated into this year's House-passed National Defense Authorization Act (NDAA). The NDAA passed with broad, bipartisan support and the congressman urges the Senate and the Conferees to keep these amendments in the final legislation.

McCaul 230: Authorizes an interagency program to counter terrorism and violent extremism in North and West Africa and strengthens congressional oversight of U.S. support to addressing security threats in the region.

"There are several security threats currently facing North and West Africa. This past year alone, ISIS and Al Qaeda-affiliated terror attacks in the region have more than doubled. I am grateful for the bipartisan support of this amendment that will provide a strong, coordinated U.S. response to build partner countries' capacity to combat terrorism and address the root causes of extremism."

McCaul 236: In this measure, the House of Representatives formally determines that the ongoing atrocity crimes against Uyghurs and members of other ethnic and religious minority groups by the People's Republic of China, under the direction and control of the Chinese Communist Party (CCP), constitute genocide under international law.

"Right now, the Chinse Communist Party is committing unspeakable horrors against Uyghur Muslims and other ethnic and religious minorities in their country. I am proud of the bipartisan support for my amendment to finally call this heinous abuse what it is - genocide."

McCaul 240: Establishes a human rights and personal privacy briefing for U.S. athletic delegations when the Olympics and other international athletic competitions take place in communist, authoritarian, or other human rights-abusing countries.

"U.S. athletes representing America abroad should know the full scope of potential threats they face - especially when the Olympics and other competitions are held in countries controlled by brutal authoritarian regimes like the Chinese Communist Party. This bipartisan amendment will ensure Team USA is informed about human rights issues and intrusive surveillance, protecting them and helping prevent the CCP from using the 2022 Winter Olympics as a propaganda exercise."

McCaul 631: Authorizes new mandatory sanctions on the Nord Stream 2 pipeline, excluding the national security waiver, to stop the Putin regime from making this Russian malign influence project operational.

"I am pleased for the third year in a row Congress has taken a strong bipartisan stand against the Nord Stream 2 pipeline. The new targeted sanctions in this amendment exclude the national security waiver President Biden misused earlier this year. This will ensure President Biden complies with the clear congressional intent to stop this Russian malign influence project once and for all."
