Prior to the scheduled hearing, District Staff will hold the following public workshop to address the proposed rule adoption, answer related questions, and receive public comment on the rulemaking:

On September 26, 2023, the United State Environmental Protection Agency (U.S. EPA) finalized a limited approval and limited disapproval of the District's portion of the California State Implementation Plan pertaining to the District's New Source Review (NSR) permitting program for new and modified sources of air pollution under Title I of the Clean Air Act (88 FR 65816). The limited disapproval was due to five deficiencies identified by U.S. EPA during the technical review of the Rule 502 submittal from October of 2021. In addition to addressing the identified deficiencies in the rule, the District proposes to update the rule, as needed, to provide clarification on emission offset requirements for minor sources. An amendment support document will be available on the District's website and comments regarding the proposed rule amendment may be submitted in writing to the Placer County Air Pollution Control District at 110 Maple Street, Auburn, CA 95603.
