NAVFAC Pacific Awards Design-Build Contract to Five Businesses

JOINT BASE PEARL HARBOR-HICKAM (NNS) -- Naval Facilities Engineering Command (NAVFAC) Pacific today awarded today a $990 million construction contract to five businesses for work on projects located in Guam and other areas under the cognizance of the Pacific area of responsibility (AOR).

A portion of the indefinite-delivery, indefinite-quantity design-build contract was awarded to each of the following firms: Black Construction - Tutor Perini of Harmon, Guam; Caddell-Nan of Montgomery, Alabama; Core Tech-HDCC-Kajima of Tamuning, Guam; Gilbane SMCC ECC of Concord, California; and Hensel Phelps Construction of Honolulu, Hawaii.

'The Navy is pleased with this contract award, as it further enables military readiness and our support to the warfighter in Guam and the region,' said NAVFAC Marianas Executive Officer Cmdr. Jacob Segalla. 'This DBMACC will improve our speed, agility and flexibility to support critical facilities and engineering requirements of the military.'

Gilbane SMCC ECC is awarded the initial task order at $22.9 million for the design and construction of a low-rise combined dining and high-intensity tactical-training facility for the Aviation Combat Element at Andersen Air Force Base, Joint Region Marianas, Guam. Work for this task order is expected to be completed by April 2022.

All work on this contract will be performed primarily within the NAVFAC Pacific AOR, which includes Guam, the Commonwealth of the Northern Mariana Islands, Hawaii and other areas in the Pacific and Indian Oceans.

The work to be performed provides new construction, renovation and minor construction and may include barracks/dormitories; administrative facilities; communication facilities; educational facilities; medical/dental hospital facilities; dining facilities; industrial facilities; warehouse facilities, ranges, operational/training facilities, roads, streets, bridges, site utilities/infrastructure, dredging and aviation facilities (including hangars and aprons); and other base development facilities.

The term of this contract is not to exceed 60 months, with an expected completion date of September 2024. The contract was competitively procured via the Navy Electronic Commerce Online website, with eight proposals received.
