City Charter Amendments

The City's Charter is the governing document of City Government, much like the Constitution is for State or Federal Government. All ordinances and other actions of the City must be compliant and consistent with the Charter. The Charter can only be amended pursuant to approval by the voters, except in very limited situations.

The City's Charter has not been amended since November 2, 2004, which resulted from a comprehensive review by a Charter Review Committee commencing in 2002. Florida State Law allows the City Council to decide what Charter revisions will be submitted to the electors, or to convene a Charter Review Commission for recommendations.

On June 13, 2022, the City Council approved putting five City Charter amendments up for voter approval during the November 8, 2022, General Election.

CHARTER AMENDMENT GOVERNING THE FILLING OF A VACANCY ON THE CITY COUNCIL TO FILL AN UNEXPIRED TERM

Shall the Charter of the City of Port St. Lucie be amended to provide that a vacancy on the City Council resulting in an unexpired term of twelve (12) months or longer shall be filled by a single special election, administered by the Supervisor of Elections as required by state elections law, eliminating the run-off election only in cases of filling a midterm vacancy?

CHARTER AMENDMENT GOVERNING THE PROCEDURES OF CITY COUNCIL MEETINGS

Shall the Charter of the City of Port St. Lucie be amended to require majority consensus voting on every item of business considered by the City Council, eliminating roll-call voting?

CHARTER AMENDMENT GOVERNING THE RULES OF ADVISORY BOARDS AND COMMITTEES

Shall the Charter of the City of Port St. Lucie be amended to require the City Council to establish by resolution the bylaws, rules, procedures and reporting requirements of boards and committees of the City?

CHARTER AMENDMENT GOVERNING THE PUBLICATION OF HEARING NOTICES FOR ORDINANCES

Shall the Charter of the City of Port St. Lucie be amended to require the publication of the date and time of the public hearing on every ordinance, in print or online as allowed by state law, at least ten (10) days prior to the public hearing on the ordinance.
