One of the most enduring findings in disaster and climate change research is that socially marginalized communities are disproportionally more at risk from environmental hazards, and thus, less likely to recover fully and quickly. A community plan aimed at resilience could allow the Department of Homeland Security and other agencies to pro-actively identify support for mitigation based on community needs, with equity as its foundation.
