Energy Security Emergency Group (ESEG)

To coordinate a response to the impact of the war in Ukraine on the energy system in Ireland, we established the Energy Security Emergency Group (ESEG), chaired by the Secretary General.

The ESEG is charged with coordinating and overseeing national level activity and responses in relation to the impact of the war on energy security.

The group includes representation from the Department of Enterprise, Trade and Employment, the National Oil Reserves Agency, the Commission for Regulation of Utilities, Gas Networks Ireland, EirGrid and the SEAI with other Departments and agencies represented across seven sub-groups.

The work of the group includes:

• Developing and implementing the National Energy Security Framework
• Ensuring emergency plans are up to date and stress tested
• Identifying regulatory and other measures to support consumers (particularly financially vulnerable households) and businesses, to ensure security of supply, and to reduce dependence on imported fossil fuels, and advising on broader cross-Government responses in these areas

The ESEG has met regularly since its creation in March 2022, and is supported by the work of seven subgroups which focus on the following areas: Electricity and Gas Security of Supply, Oil Security of Supply, Data & Modelling, Consumer and Vulnerable Households, Businesses, Policy Response, and Communications.

Meeting minutes will be posted here one month after the date of their creation. Records are redacted where necessary to ensure compliance with the Freedom of Information Act 2014.
