In the plenary session of the Meshrano Jirga on Sunday led by the speaker of the House, Explosions of a terrorist near Seyed Al-Shohada girls' school in Dasht-e Barchi, which resulted in widespread casualties of young girls was strongly condemned and considered that as a shameful and unprecedented crime against humanity.

At the beginning of the session, the Speaker and other members of the Senate, strongly condemned yesterday's explosions near Seyed Al-Shohada Girls' High School in Dasht-e Barchi, in which more or less 200 students were martyred and wounded, and called that as a heinous, inhuman, un-Islamic act and an unprecedented crime against humanity. The senators prayed for the souls of all the martyrs and hoped for immediate healing of the wounded, and called on the government to identify the perpetrators and committers of this tragic event as soon as possible and severely punish them.

Members of the Senate stressed that the UN Security Council, the European Union, the Conference of the Islamic States, and human rights organizations should not be silenced toward of such extreme violence and other horrific crimes by the Taliban, which are clearly led, organized, equipped and funded by the Pakistani intelligence service. They said that Pakistan should stop directly and indirectly supporting the Taliban and other terrorists, because, with the intensification of close cooperation with Pakistan during the withdrawal of foreign forces, there are now explosions, mines, and large-scale wars in different parts of the country, including Baghlan, Helmand, Ghazni and Laghman provinces that caused the civilian casualties to the highest level. In addition, thousands of families have been displaced from their homes, farms, and all their property on the battlefield has been destroyed or set on fire. They open fire, laying mines on the roads that these actions of the Taliban are against the laws of war and clear crimes against humanity.

At the session, the senators supported the brave defense and security forces who stood bravely and heroically in the independent legitimate defense, saying that with the beginning of the withdrawal of foreign forces, negative propaganda has increased in various ways that should be stopped and the achievements of these fighters should be praised.

The Speaker stressed that while the intelligence circles of some countries, especially Pakistan, are planning to target our people, in such a situation, it requires that all government officials should prioritize the interests of the country over their personal interests and go out of the current situation and save the people.

Moreover, in the other part of the session, Presidential Legislative Decree No. 316 on (Law on Protection of Administrative Corruption Whistleblowers), which was studied in the justice and judicial Commission, was presented by the Chairman and other members of that commission and unanimously approved. In addition, amendments and addition to some of the articles on the Law Military Criminal Law were introduced in the session and referred to the relevant commission for scrutiny.

Also in the session, Lotfollah Baba, the chairman of the Telecommunications and Telecommunications Commission, and other members raised questions from the acting of the Telecommunication Services Regulatory Authority office (ATRA), about paying excessive salaries to a number of employees, appointments without administrative reform process, continuing work of superintends in several departments for several years, people complaining from the mechanism of collecting ten percent of tax from telecommunication services, non-compliance of the 4G Internet system, the shutdown of a number of Internet sites in the provinces of the country and some other issues were asked.

Omar Mansour Ansari, acting of the Telecommunications Regulatory Authority (ATRA), said in response that the office is responsible for systematizing and collecting 10 percent of the telecommunications services product, but that revenue collection belongs to the Ministry of Telecommunications and Information Technology and the revenue is transferred to the Ministry of Finance. And in this process, there is transparency that last year, it was 4.57 billion AFG, and in the first quarter of this year, 1.5 billion AFG has been collected. He added that (ATRA) intends to launch a frequency monitoring program to prevent the misuse of frequencies and to measure revenue. They have also worked with telecommunications networks to improve the quality of services, and it has facilitated the licensing process, and investigations are ongoing to reduce the cost of setting up telecommunications sites. Omar Mansour Ansari also spoke about the payment salaries of the employees of this office, the beginning of the 4G internet system, and how to get a fee from secret data numbers. He said that to solve the problem of blocking telecommunication activity in Helmand province and some other areas, they are working together with telecommunication networks.

Following his information, the Speaker noted that despite the fact that two years ago, the officials of the Ministries of Finance and Telecommunications had promised to finalize the tax collection system of telecommunication services (RTMS) as soon as possible. But it has not been finalized yet, and there are concerns in this area that need to be addressed to ensure full transparency in the revenue collection process, he added, that this House will make its decision on today's explanations after hearing from t the acting minister of Communications and Information Technology at its next session.

At the end of the session, Senator Mohammad Rahim Hassanyar, Chairman of the Economic, Financial and Budget Commission, presented the report of the commission's visit to the site of tankers and cargo that was burned in Kabul's Shakardara district, quoting tanker owners and locals that the reason is still not known and that under investigation of intelligence. in this incident, 52 vehicles of oil and food items were burnt and serious damage was revealed to the houses around it. the officials have said they will share details of the matter with the commission.
