Streetscapes IV January 2022 Update

The Borough is preparing to begin construction on a set of road and sidewalk improvements to Second Street, Octoraro Alley, Locust Street and Coach Street. These improvements are phase II of the transit center/Borough Hall project and are intended to improve safety, multimodal circulation and the overall aesthetic of the area. The planned improvements to the area include:

  • "Pedestrianization" of Octoraro Alley. To improve safety and reduce vehicle/pedestrian conflicts, the area of Octoraro Alley from Third Street, immediately next to the OTE will be permanently cut off from vehicles (with the exception of emergency vehicles). That area will be improved to create a pedestrian-friendly passageway, with new paving, lighting, etc.
  • The rest of Octoraro Alley from the edge of the OTE to Second Street will be repaved.
  • Second Street from Locust Street to Mt. Vernon Street will be repaved.
  • Sidewalks and curbing will be improved in areas around Octoraro Alley, Locust, Second Street and Coach.
  • New lighting to match the downtown will be installed in the same area.
  • A section of Locust Street will be repaved

The work is broken down by section and will be phased to minimize inconvenience to surrounding property owners. It will begin in February, through July:

Construction Schedule (dates subject to change depending on weather and on the ground conditions):

  • Octoraro Alley (Pedestrian Area next to OTE) - February 14 - April 25
  • Octoraro Alley (Vehicle area to Second Street) - March 23 - April 15
  • Coach Street (Sidewalk and Curb along park side) - April 12 - June 2
  • Streetlight Installation and Locust Street improvements (Locust Street and various locations) - May 3 - May 23
  • South Second Street (Road improvements) -May 18 - June 20
  • North Second Street (Stormsewer improvements) - June 15 - June 27
  • North Second Street (Road reconstruction) - June 28 - July 27

Beginning, Monday February 7th, Octoraro Alley will no longer be accessible off Third Street, permanently. Once construction is complete, vehicles will still be able to access Octoraro Alley off Second Street. Octoraro Alley will still be two way from Gray's Alley to Second Street.
