David C. Miller, Esq. Receives 2024 Ralph A. Marsicano Award from The Florida Bar's City, County and Local Government Law Section

Miami, Fla. - May 1, 2024 - David C. Miller, Esq., of Bryant Miller Olive P.A. (BMO), was named the 2024 Ralph A. Marsicano Award honoree. The Ralph A. Marsicano Award is the most prestigious and respected lifetime achievement award presented by the City, County, and Local Government Law (CCLGL) Section of The Florida Bar. The Section appoints a committee of former Ralph Marsicano Award winners to choose each year's honoree.

This singular honor, the oldest and most widely respected the Section awards, is presented to a Florida Bar attorney who has made significant and outstanding contributions to the development of Local Government Law in Florida. Miller has practiced law for over 25 years, representing many jurisdictions throughout Florida, with a focus on local government law generally and labor and employment law specifically.

Marsicano, the award's namesake, was considered the "dean of U.S. city attorneys," serving 28 years as Tampa City Attorney and over 30 years as General Counsel for Florida League of Cities. He was one of the principal authors of the local government article of the 1968 Florida Constitution.

The award was presented at the CCLGL Section's 47th Annual Local Government Law in Florida Conference at Hammock Beach Golf Resort & Spa in Palm Coast, Florida on April 26. BMO is a longtime proud sponsor of the CCLGL Section.

The CCLGL Section, which represents the interests of Florida's local government attorneys and has approximately 1,700 members, functions as a vehicle for lawyers who serve local governments. It helps them to build networks, exchange ideas, continue their legal education, and advocate on issues important to them and their clients.

Miller was also a speaker at the conference, where he presented "Shifting Sands: In Florida, DEI at Work and Elsewhere Is No Walk on the Beach." He discussed, "How can public employers conduct themselves now and how can they prepare for an extremely uncertain future when it comes to DEI? Good, bad, or indifferent the answers may be, but it's certain none of them are easy."

Miller is a shareholder in the Miami office of BMO, and is a past Chair of the CCLGL Section. Miller was honored with the Section's H. Hamilton "Chip" Rice, Jr. Award in 2023 for serving the Section with distinction in mentoring other local government lawyers, and the Paul S. Buchman Award in 2021 for outstanding contributions in legal public service. He is a four-time recipient of the Section's Chair Service Award.

Miller is board-certified in Labor and Employment Law by The Florida Bar. An attorney for more than 25 years, his focus is on dealing with labor unions, defending against employment litigation, and counseling in the area of human resources, exclusively representing management. He also represents public sector employers who sponsor pension plans.
