Eni North Africa BV ... PROVISION OF MEDICINES AND MEDICAL CONSUMABLES – JALO, LIBYA

Eni North Africa BV intends to avail itself of the cooperation of qualified and experienced Supplier(s) for the following services for a Public Health Facility:

The project will provide to a public health facility medicines and medical consumables that are recognized under the Libyan laws, over a fixed period of time. The list of required medicines, consumables, COVID-19 PPE etc… will been prepared under the indications of the Clinic Management. Supply modalities, including quantity & frequency of delivery will be defined. Medicines, consumables, COVID PPE items will be delivered based on the agreed delivery methods and frequency. Items verification before handover will be undertaken.

To assess Vendors that will demonstrate capability in providing the above, Eni North Africa BV intends to run a Prequalification process for and provide the following minimum documentation:

  1. Administrative Documentation
    • Place of incorporation and details of the entity (Holding or part of a Group) that will be submitting an offer in case Tender will take place, plus details of any Parent Company and Ultimate Holding Company;
    • Following data from last 3 years financial accounts;
      • Capital Values, Net Assets and Turnovers;
      • Shareholders funds, i.e the owner's (or shareholder's) equity. It represents the funds/money invested in the company by the owners(or shareholder);
      • Short-term assets (current assets);
      • Short-term debts (short-term liabilities);
    • Number of registered employees up to date, Main declared activity, name of the Managing Directors and of the person entitled by power of attorney to sign Contracts on behalf of your company.
    • Details of any litigation, in progress or within last five (5)-years, for a prospective claim value in excess of United States Dollars, Five Hundred Thousand (US$ 500,000).
    • Shareholding structure/chain, from the entity that will be submitting an offer in case of Tender will take place to the Ultimate Beneficial owners.
    • 'Eni's Suppliers Code of Conduct' and 'Compliance declaration' signed by a duly authorized signatory/representative. In case of a Joint Venture/Consortium, or other type of Grouping, such documents shall be signed by all Parties in order to be legally binding upon each and all of them.
    • Shareholding structure/chain, from the entity that will be submitting an offer in case of Tender will take place to the Ultimate Beneficial owners.
  1. Technical Requirements
    • Vendor shall certify the origin of the supplies and guarantee the importation through legal and regular channels (counterfeit or smuggled medicines are not accepted).
    • Vendor shall demonstrate all the condition of storage, handling etc. are met to guarantee the safety of the supplies, with at least 24 months shelf-life (for medicines) and 36 months shelf-life (for medical supplies/ consumables) at the time of delivery.
    • Vendor shall have a minimum experience of 3 years in the Medical Supply market and provide the description of at least 3 similar projects already executed in the past 3 years in Libya with evidence and the list of Companies/Organizations that Vendor had business contract with.
    • Vendor is having an office and warehouse with its own staff (Pharmacists).
    • Professional experiencesof the personnel responsible for the supply activities, such as Pharmacists, (CV, training, courses, diplomas, certifications, previous professional experience in the same functions, etc…).
    • Organigramdemonstrating the Service structure, demonstrating the supplier structure to provide evidences, procedures, records, invoices and documentation review.
    • List of Subcontractor(s)with whom Vendor is expected to have agreement. Authorized Company Brand Representatives or Authorized Dealers shall provide evidence of their status (current Agreements in place with the Companies they represent).
  2. Health, Safety, Environmental (HSE) Requirements
    • HSE Policy, HSE Manual and/or list of the HSE Integrated Management Systemprocedures;
    • ISO 14001:2015, ISO 45001:2018 Certification, if available;
    • Company HSE Department Organization;
    • Company HSE Training matrix;
    • Preliminary HSE Risks Assessment related to activities required to carry out subject scope;
    • Preliminary list of PPE intended to be used with relevant certification standards;
    • Vendor's HSE statistics for each of the last 3 years:

o Number and type of injuries;

o Total worked man-hours by workforce;

o Frequency rates/TRIR/LTIF;

o Number of occupational diseases;

o Vendor's definition of lost time incident and Total Recordable Injury.

Note: All COMPANY's HSE requirements which are applied to the Vendor are automatically applied (identically) for any subcontractor identified by Vendor.
