POSTPONED: Boosting Public Financial Management Knowledge in Europe and Central Asia through PEMPAL

    The Public Expenditure Management Peer Assisted Learning (PEMPAL) facilitates the exchange of professional experience among public finance management (PFM) practitioners across 23 countries in the Europe and Central Asia (ECA) region.

    Founded in 2006, the network aims to strengthen PFM practices in member countries through sharing information on leading PFM knowledge and its application, and helping member country governments use public resources more efficiently and effectively. The World Bank provides its support for PEMPAL through overall program management and administration of the PEMPAL Multi-Donor Trust Fund; administrative and logistical services provided by the Secretariat team based at the World Bank office in Moscow; and content support for Community of Practice (COP) activities through the resource teams.

    PEMPAL members come from Ministries of Finance and national Treasuries, and its activities are organized around three thematic COPs on budget (BCOP), treasury (TCOP), and internal audit (IACOP). PEMPAL has played a critical role to facilitate knowledge sharing among member countries including on topics covering performance budgeting, public participation, operational models of public sector accounting; financial management information systems; cash management and liquidity planning; business continuity of Treasury operations during and after the COVID-19 pandemic; effectiveness of the internal control and internal audit; and PFM response to COVID-19 pandemic.

    WHAT WILL YOU LEARN?

    During this inaugural session, the speaker will provide an overview of PEMPAL, how the network works, resources and tools, results and recent developments, including PEMPAL's COVID response and the external evaluation of the program completed in FY21. The discussants will reflect on how PEMPAL has had an impact on their respective country and on the following:

    • What makes PEMPAL so relevant to client countries.

    • How PEMPAL can be leveraged in other World Bank funded activities to support PFM Reforms in client countries.

    Subsequent sessions will focus on PEMPAL activities and knowledge products of each PEMPAL's Community of Practice, including Budget, Internal Audit and Treasury.

    This knowledge learning session is part of a series on PEMPAL to help PFM practioners leverage the PEMPAL Network to strengthen PFM in the ECA region.
