EMOTIONS - Call for applications to organize 'ON THE REEL Film Lab' training

  1. Background

Within the framework of promoting the Convention 2005 Protection and Promotion of the Diversity of Cultural Expressions, UNESCO is implementing a project E-MOTIONS 'Mobilizing film professionals for regional cooperation in Asia'. This project will aim to promote Vietnamese film professionals and the development of domestic film sector. In parallel to country-specific activities, the project will form support a network of filmmakers and film professionals across Southeast Asia, in order to encourage peer-to-peer learning, with focus in Viet Nam, Thailand and Indonesia to vitalize the region's cinematic expressions as a whole.

In order to inform the UNESCO's intervention and support, we are looking for an institution to build up work plan, organize and promote an online film production course: ON THE REEL Film Lab. This course lasts 8 days which is tentatively organised from 5th October to 18th October 2021. The purpose of the course is to conduct a film lab for emerging filmmakers to grasp the basics of navigating their starting projects and leading towards forming a career. Making a short film and having it selected for an international film festival have been considered as a gateway ticket for young filmmakers to be recognized. However, the ways in which one would be able to reach that goal seem rather abstract and overwhelming while the film festival world has been standardized and dominated by the West. Filmmaking never has a one-size-fits-all approach yet especially during the time of the pandemic, a looming uncertainty forces us to reassess how we have been traditionally working and how we can adapt to many awaiting changes. Therefore, our idea of ON THE REEL Film Lab would evolve around the qualities of flexibility, versatility and diversity of a filmmaker.

  1. Work assignment

The Contractor will work closely with the Culture Project Officer, under the supervision of the UNESCO Culture Program Coordinator, and shall be responsible for organizing the ON THE REEL Film Lab with specific tasks as of followings:

2.1. Supporting UNESCO to:

  • Build up proposal for the online film production training course;
  • Build up the content details (the course's name and messages, call for applications, entry rules, etc) and agenda for the online film production training course;
  • Contact potential working partners to call for sponsor and promote the course;
  • Work closely with both international and national lectures/guest speakers to ensure the course schedule and quality;
  • Work closely with selected young film professionals to ensure their participation in the course;
  • Be responsible for buying short film copyright;
  • Participate in the process of film proposal selection;
  • Support to implement communication plan of the course;
  • Translate the course materials;
  • Write the final report

2.2. Selecting qualified film proposals for final round based on criteria selection;

2.3. Coordinating course process:

  • Work with the lecture to monitor the class schedule;
  • Assist the lecture with lesson preparation by getting materials ready and setting up equipment;
  • Support lectures with registers / attendance check / record of work;
  • Support to translate the course materials;
  • Translate film subtitles;
  • Recap meetings/daily course

2.4. Running other technical support for the Course:

  • Edit/create subtitles for films which will be screened in the course;
  • Support to install, troubleshoot system as well as network problems, users'accounts and other related things for lectures and young film professionals during the course

2.5. Provide online event related service

  • Sound online mixer
  • Laptop for host arrangement
  • 360-degree camera

2.6. Preparing the course materials:

  • Zoom Pro Account platform;
  • Short films copyright

2.7. Design promotional materials including:

  • Certificate
  • Backdrop
  • Presentations for key speakers
  • Poster for ON THE REEL Event cooperated with Embassy of Italy
  • Detailed agenda for ON THE REEL Event cooperated with Embassy of Italy
  • Invitation letters for ON THE REEL Event cooperated with Embassy of Italy

2.8. Provide simultaneous interpretation service during the course

2.9. Facilitating the Opening Ceremony of the Film Lab: Generally introducing the speakers and performers, making announcements and interacting with the audience in order to ensure the smooth flow of the event that is going on, etc;

2.10. Delivering awards for two most outstanding projects: Two most outstanding projects are granted 5,000 USD ($2,500/each project) to complete their films within a year after being awarded.

3. Application and Procedure:
