One man, covered in soap, arrested after suspicious activity called in

On January 25, at around 8:12 p.m., Eugene Police officers were dispatched regarding suspicious conditions in the area of N. Terry Street and Barger Drive. An area resident saw two males park a car across from a residence in the 5100 block of Barger, on a cul-de-sac. The caller saw the two men exit the car and walk next to a City of Eugene-owned sewage/wastewater facility, and jump over the fence into this property. The fence line on the south of that property is shared with an RV/Vehicle storage lot in the 1600 block of N. Terry, and this location has had numerous recent issues with suspects jumping fences and stealing catalytic converters from parked vehicles.

While a couple officers were checking this out, they heard a loud noise, and saw two male suspects jump over the razor wire connecting the properties and land on the ground inside the City of Eugene property. The officers commanded the suspects to stop but they fled. More officers responded and a EPD K9 unit was called out. Officers were flagged down by residents in the 5100 block of Astove, who provided updates. The search was unsuccessful in locating either subject.

An officer remained near the scene to see if the suspects would return to the vehicle. One did, started it up and drove off. The officer initiated a traffic stop at Barger Drive just west of Beltline Highway. The driver did not stop until he reached the Big Lots parking lot at 1960 Echo Hollow Road, about a quarter mile east of the stop initiation. The officer contacted the driver, David Michael Woodruff, age 33, of Eugene. Woodruff had fresh lacerations on his hands and fresh blood stains on his pants, along with small tears to his pants. He was covered in dish soap. Woodruff was also shivering heavily, and appeared hypothermic.

Woodruff was provided with a violation citation for DWS-Violation and Driving Uninsured. He was also given a Citation in Lieu of Custody for two counts of Criminal Trespass in the Second Degree and Interfering with Police.
