City Seeking Letters of Interest for Nearly $6.5 Million in HOME-ARP Grant Funding

Today, the City of Tulsa announced an opportunity for nonprofit organizations to submit a Letter of Interest (LOI) for a HOME-American Rescue Plan (ARP) grant that is intended to assist individuals or households who are homeless, at risk of homelessness, and other vulnerable populations.

Tulsa was one of 651 State and local participating jurisdictions that qualified for supplemental grants funds administered through the HOME Investment Partnerships Program (HOME). Interested parties must submit their LOI to be considered for funding when the Request for Proposals (RFP) is released.

The City's total grant award is nearly $6.5 million.

"As we work to improve the housing outcomes for all Tulsans, we must ensure these one-time funds are spent with that exact purpose in mind," Mayor G.T. Bynum said. "I am confident in our nonprofit partners and philanthropic community whose work to help address these specific needs in Tulsa continues and whose work, if selected, will be helped greatly by these grant funds."

HOME-ARP funds must be used to help the following populations:

  • Homeless, as defined in section 103(a) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11302(a));
  • At-risk of homelessness, as defined in section 401(1) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11360(1));
  • Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, as defined by the Secretary;
  • In other populations where providing supportive services or assistance under section 212(a) of the Act (42 U.S.C. 12742(a)) would prevent the family's homelessness or would serve those with the greatest risk of housing instability;
  • Veterans and families that include a veteran family member that meet one of the preceding criteria.

"Not every Tulsan who is either at-risk or experiencing homelessness has the same set of challenges," said Travis Hulse, Director of Housing, Development and Incentives for the City of Tulsa. "During the past couple of years, the City has allocated over $13 million in public funds going toward case management, counseling, legal aid services, medical services, rental assistance, and more. I am excited to see proposals for how these funds can help provide a safe, habitable place to live for some of our most vulnerable residents."

HOME-ARP funds can be used for four eligible activities:

  • Production or Preservation of Affordable Housing
  • Tenant-Based Rental Assistance (TBRA)
  • Supportive Services
    Purchase and Development of Non-Congregate Shelter.

Respondents have until August 19, 2022, to submit responses.
