Treasury Finalizes ARP Funding Allocations for many Arizona Towns, Announces O’Halleran

VILLAGE OF OAK CREEK - Today, Congressman Tom O'Halleran (AZ-01) applauded recent guidance released by the U.S. Treasury for states, counties, cities, and tribes to begin the process of obtaining their allocated Coronavirus State and Local Fiscal Recovery Funds, secured under the American Rescue Plan Act of 2021.

States, larger cities, counties, tribes, and territories can now request their funds from Treasury through the Treasury Submission Portal.

'This spring, I was proud to vote in favor of the American Rescue Plan and to help secure over $350 billion in emergency funding for our long-overlooked state, local, and tribal governments, who were forced to bear the brunt of this pandemic for over a year,' said O'Halleran. 'The announcement of today's guidance is the next step in moving much-needed funds into our communities, and I am providing close oversight to ensure that Treasury's guidance for smaller, rural towns-like many in Arizona's First Congressional District-arrives swiftly.'

According to today's guidance, funding can be used to:

• Support public health expenditures-funding COVID-19 mitigation efforts, medical expenses, mental health and substance misuse treatment;
• Address negative economic impacts caused by the public health emergency-rehiring public sector workers, providing aid to households facing food, housing or other financial insecurity, and offering small business assistance;
• Aid the communities and populations hardest hit by the crisis-supporting an equitable recovery by addressing the pandemic's exacerbation of longstanding public health, economic and educational disparities;
• Provide premium pay for essential workers-offering additional support to the frontline workers who have borne and will bear the greatest health risks because of their service during the pandemic; and,
• Invest in water, sewer, and broadband infrastructure, improving access to clean drinking water, supporting water infrastructure, and expanding access to broadband internet.

General guidance for these entities can be found HERE. States and localities whose funding numbers are finalized in the sheets above are encouraged to start the certification process to swiftly receive their allocated funding.

Treasury expects to make two payments to eligible tribal governments under their Tribal Payment Structure. Specific guidance for tribal governments is HERE. The deadline to complete the first submission is May 24, 2021 11:59 PM PST, and tribes are similarly expected to receive their funds in a matter of days.

Treasury has stated that guidance and final funding numbers for smaller municipalities, i.e. non-entitlement cities, will be shared within a matter of days. These non-entitlement entities will have their funds distributed through the state, not Treasury, and states are not authorized to change funding allocations.
