Council approves next steps to form San Dieguito Drive Improvement District

The City Council on April 15 approved initiating Proposition 218 assessment ballot proceedings to potentially form the San Dieguito Drive Improvement District.

With the approval, some 31 property owners on segments of San Dieguito Drive and Oribia Road near Crest Canyon can expect to receive official ballots shortly asking whether they should assess themselves to pay for a share of an estimated $1.27 million in planned road improvements.

The upgrades would widen the deteriorated road to a drivable width of 20 feet and add rolled curbs of concrete, a retaining wall, storm drains and modular wetlands to manage storm water.

Today, the 1,000-foot-long segment between Racetrack View Drive and Oribia Road is a private road with public access. If improved, the segment would be added to the City's public streets system for ongoing maintenance.

As proposed in an Engineer's Report, property owners from two zones would cover $380,800 - or about 30% - of project costs over a 20-year period. Annual payments for San Dieguito Drive residents would be $846; Oribia Road residents would pay $423.

An informal survey of property owners showed 17 of 20 respondents in support of the proposed assessment district. Some residents also testified in support of forming the district during the April 15 council meeting.

Cost savings and other efficiencies are anticipated by coordinating the road work with planned utility undergrounding in the neighborhood.

Construction would be anticipated to begin in fall of 2024 to align with utility undergrounding.

A 45-day balloting period is expected to begin this month ahead of a City Council public hearing June 17 to tabulate ballots and adopt a final resolution.
