Gov. Justice orders flags to be flown at half-staff on Wednesday, Dec. 1, in honor of former West Virginia State Treasurer John “Larrie” Bailey

Bailey, of Fairmont, was elected as West Virginia State Treasurer from 1976 to 1984 and again from 1990 to 1996. He served as president of the National Association of State Treasurers in 1984.

Prior to his time as State Treasurer, Bailey was elected to the West Virginia House of Delegates in 1960.

Before holding public office, Bailey served three years of active duty in the U.S. Navy, where he earned the rank of Lieutenant Commander. He later served as national vice president of the Reserve Officers' Association for the Navy. Bailey went on to earn the Armed Forces Reserve Medal and the West Virginia Meritorious Service Medal for his service with the National Guard, eventually retiring as the commanding officer of the Naval Reserve unit in Fairmont in July 1980.
