Traffic Impacts

Mt. Vernon Road SE Improvements Starting
Improvements will begin on Monday, May 6, on Mt. Vernon Road NE. Mt. Vernon Road will be reduced to one lane each direction between 38th Street and 40th Street. Neighborhood side streets will temporarily close at the intersection of Mt. Vernon Road while construction is underway.

The project on Mt. Vernon Road stretches from 38th Street to East Post Road and includes pavement and utility work. Travel lanes will be reconfigured to include two lanes eastbound, one lane westbound, and one center lane. The intersection of 40th Street transitions to a signalized intersection, and the entrance to Hy-Vee between 40th Street and 42nd Street will become a right-in/right-out only access to improve safety.

Center Point Road NE Lane Reduction
Effective Monday, May 6, southbound traffic on Center Point Road NE will be reduced to one lane at L Avenue for road work. Work is expected to take approximately two (2) weeks, weather permitting.

Old Marion Road NE Closure on Thursday
Effective 8:00 a.m., Thursday, May 2, and lasting until approximately 6:00 p.m., Old Marion Road will be closed between Regal Avenue and Regent Street for sewer repairs. Full closure is necessary for worker safety.

10th Street SE Improvements Begin
Improvements will begin on Thursday, May 2, on 10th Street SE. Starting on Thursday, southbound traffic on 10th Street will be reduced to one lane between 5th Avenue and 8th Avenue. This lane reduction will last approximately six weeks. Later this June, 10th Street will be closed as pavement reconstruction gets underway.

About the Project
The project on 10th Street SE stretches from 5th Avenue to 8th Avenue and includes new pavement, transitioning the roadway from four lanes to three lanes (one lane each direction with a dedicated center turn lane), on-street bike lanes, new pedestrian crosswalk with flashing indication, ADA-compliant sidwalks, and streetscape improvements. The project is scheduled to be completed this fall.

Miller Road NE Road Closure
Effective immediately, Tuesday, April 30, MIller Road NE will be closed between Tower Terrace Road and Grey Wolf/Progress Drive for roadway work. Work is expected to take two (2) weeks, weather permitting.

Intersection Closure at Johnson Avenue and 1st Avenue West
Starting Monday, April 29, the intersection of Johnson Avenue and 1st Avenue W will be fully closed to traffic for approximately three (3) week for storm sewer work and pavement reconstruction. This is part of the Johnson Avenue Paving for Progress project that will be completed this fall.

Johnson Avenue NW is currently closed between Shelley Lane and Wesley Drive; utility work is complete and crews are currently working on new pavement. This section of Johnson Avenue is anticipated to re-open to traffic within approximately five weeks.

The intersections of Johnson Avenue and Jacolyn Drive, and Johnson Avenue and Wiley Boulveard, are currently open. Residents can sign up for construction updated on the City's website.

Mt. Vernon Road SE Lane Reductions
Effective Monday, April 29, Mt. Vernon Road SE will be reduced to one lane both directions between 25th Street and Knollwood Drive for sewer work. Work is expected to take approxaimtely one (1) week, weather permitting

Collins Road Lane Reductions/Turn Restrictions
The project on Collins Road NE is moving forward as scheduled. Lane reductions are in effect for both westbound and eastbound traffic between Twixt Town Road and Northland Avenue.

Traffic is currently reduced to one lane in/one lane out in both directions at the Lindale Mall/Collins Crossing shopping entrances. These restrictions will be in place for approximately the next 6 - 8 weeks, depending on weather.

Starting on Monday, April 29, and lasting approximately 8 - 10 days, the Twixt Town Road intersection will be right-in/right-out only for traffic exiting or entering at this location. Traffic traveling eastbound on Collins Road will not be able to turn left onto Twixt Town Road. Traffic traveling westbound on Collins Road between 1st Avenue and Twixt Town will not be able to turn left at Twixt Town. Traffic will be right-out only for those exiting Twixt Town from either the north or the south. Business access remains open; alternate access includes the Marion Blvd/Twixt Town Road intersection. The project will be completed this fall. Residents can sign up to receive project emails on the City's website.

J Street SW Closure
Effective Thursday, April 18, J Street SW will be closed between 20th Avenue and 21st Avenue for utility work. Work is expected to take four (4) days, weather permitting.

Traffic Signals on H Avenue NE at I-380 Northbound Off Ramp Shift to Flashing Red
Effective Monday, April 15, the traffic signals located on H Avenue NE at the I-380 northbound off ramp are tentatively scheduled to shift to continuous flashing red operation for both directions. Motorists approaching the intersection should treat the flashing red intersections as an all-way stop. The flashing red will be used as a transition period before the traffic signals are removed and the intersection is converted to a stop controlled intersection. The signal will be permanently removed in approximately two (2) weeks.

Council Street NE Improvements Starting
Starting on Wednesday, April 10, improvements will begin on Council Street NE. Council Street will be closed to thru-traffic between 42nd Street and 48th Street.

Access to St. Pius remains open; those entering the school or church are asked to access Council Street from the north side (off Collins Road).

Noelridge Park and pool amenities will remain open and accessible during the project. The Noelridge Greenhouse can be accessed off Council Street from Collins Road. The pavilion and playground entrance can be accessed off Council Street from 42nd Street.

About the Project
The work starting on Wednesday will focus on the Noelridge Park Trail. Paving work will take place on the trail segment that runs alongside Council Street (between the park pavilion entrance and 42nd Street). The trail will be temporarily closed in this location while work is underway.

The entire project stretches from Collins Road to south of 46th Street, and includes complete pavement reconstruction, drainage/utility improvements, sidewalk, and trail improvements. As part of the project, the Noelridge trail will be extended north along Council Street, from the park pavilion entrance to the Noelridge greenhouse entrance. The project is expected to be completed this construction season.

Midway Drive NW Closure
Effective Monday, April 8, Midway Drive NW will be closed between Jacolyn Drive and West Post Road for roadway improvements. Work is expected to take approximately three (3) months, weather permitting.

Outlook Drive SW Road Closure
Effective Tuesday, April 2, Outlook Dr SW will be closed between 29th Avenue and Clover Drive for roaway improvements. Work is expected to take approximately three (3) weeks, weather permitting.

10th Street SE Lane Reduction
Effective Monday, April 1, southbound traffic on 10th Street SE will be reduced to one lane between 2nd Avenue and 3rd Avenue for building improvements. Work is expected to take approximately three weeks, weather permitting.

Center Point Road NE Closure
Effective Monday, April 1, Center Point Road NE will be closed between 32nd Street and 29th Street for utility work. Business access will be maintained. The closure will be in effect for approximately four (4) weeks, weather permitting.

The entire project on Center Point Road includes pavement improvements between 29th Street and 32nd Street, new turn lanes at the 32nd Street intersection, new ADA traffic signals, and utility work. The project will be completed this construction season.

16th Street NE and H Avenue NE Road Closures
Effective Monday, April 1, 16th Street NE will be closed between F Avenue and H Avenue; and H Avenue will be closed between 16th Street and 14th Street, for roadway improvements. Business access remains open, motorists should follow posted detour and signage.

Bowling Street SW Lane Reduction
Effective Monday, April 1, southbound traffic on Bowling Street SW will be reduced to one lane between 50th Street and the Highway 30 On/Off Ramp for water main work. Work is expected to take two (2) weeks, weather permitting.

E Avenue NW Closure
Effective Monday, March 25, E Avenue NW will be closed between Stoney Point Road and 80th Street for road construction. The intersection of E Avenue and Limrock Drive remains open for north/south traffic.

12th Avenue SE Closure
Effective Monday, March 25, 12th Avenue SE will be closed between 17th Street and 19th Street for road construction. Work is expected to take approximately two (2) months, weather permitting.

Ellis Boulevard NW Closure
Effective immediately, Friday, March 22, Ellis Boulevard NW is closed between I Avenue and N Avenue for road construction. Traffic to seek an alternate route.

Johnson Avenue NW Closure
Effective Monday, March 18, Johnson Avenue NW will be closed between Wesley Drive and Shelley Lane for road construction. Traffic to seek an alternate route.

3rd Avenue Bridge Improvements Starting
Improvements will begin soon on the 3rd Avenue Bridge - a project that began last year and will be completed this year. Construction is tentatively scheduled to start Monday, March 18, 2019.

Starting the week of March 18, the bridge will be open to eastbound traffic only (westbound lane closure in effect), until approximately May, while crews work on bridge joints and a new deck overlay. Traffic coming from the NW or SW quadrants will still be able to access the bridge traveling into the downtown area.

Later in May, work will switch sides and the bridge will be open to westbound traffic only.

About the Project
The project includes resurfacing the pavement on the bridge, replacing bridge joints, sidewalk/ADA improvements, and transitioning the parking from angle to parallel (including a buffer zone for protected bike lanes). There will also be aesthetic improvements, including new street trees and benches overlooking the river.

Last year as part of the project, work was completed on the sidewalk ramps on 3rd Avenue and 1st Street SW.

Ely Road to be Closed for Vehicle Testing

Linn County announced Ely Road wlil be closed for approximately one mile between Wright Brothers Blvd and 76th Ave for partially automated vehicle testing. The closure will start on March 11 and will be closed daily from 9:00 a.m. to 4:00 p.m., including weekends. The study is expected to last 6 to 8 weeks and will end in late April. Electronic message boards will be placed at each end of the closure, informing motorists of any changes to the schedule.
