Switzerland to participate in 109th Session of the International Labour Conference

The Federal Council

Bern, 28.04.2021 - Switzerland will participate in the 109th Session of the International Labour Conference (ILC), to be held virtually on 20 May and 3‒19 June 2021. On 28 April the Federal Council appointed the members of the tripartite delegation (employers, workers, government) which will represent Switzerland at the ILC.

President Guy Parmelin will open the conference, which is being held virtually this year by way of exception. Switzerland will commit to ensuring that the ILO can build on its normative framework, tripartite nature and social dialogue and reassert its leading role in the global labour market crisis.

Switzerland will participate in the recurrent discussion on the strategic objective of social protection. Efficient and appropriate social security systems are an important factor in achieving social justice and cohesion and make an essential contribution to maintaining social peace. Social safety nets have demonstrated their importance during the current crisis.

Insofar as the arrangements for participation allow, Switzerland will actively participate in the discussion on skills and lifelong learning. Switzerland believes that the ILO should develop a long-term strategy to help its members adapt to the changing world of work, skills development and lifelong learning. Switzerland will also participate in the working group on inequalities and the world of work.

In addition, Switzerland will support the adoption of an outcome document to ensure a global response for a human-centred recovery from the COVID-19 crisis. It will pursue the lines of its development cooperation policy and the direction of national measures to combat the COVID-19 pandemic.

The government delegation will be led by Boris Zürcher, Head of Labour Affairs at the State Secretariat for Economic Affairs SECO, who will receive the title of State Secretary for the duration of the conference. The employers' delegation will be led by Blaise Matthey, Director General, Fédération des entreprises romandes (Geneva-based employers' organisation), and the workers' delegation by Luca Cirigliano, Central Secretary, Confederation of Swiss Trade Unions, Bern.
