SFMTA Weekend Transit and Traffic Advisory for Weekend of Saturday, September 25, 2021

The San Francisco Municipal Transportation Agency (SFMTA) releases the following upcoming event-related traffic and transit impacts for this weekend, from Friday, Sept. 24through next Thursday, Sept. 30,2021.

Federal Law Requires Face Masks on Muni

To help stop the spread of COVID-19, federal law requires wearing a maskin Muni stations and while riding transit. Violations can result in denial of boarding or removal from Muni and may carry federal penalties. Face coverings like scarves and bandanas do not meet this requirement. Under guidelines issued by the Centers for Disease Control and Prevention, taxi drivers are required to wear a face covering while transporting passengers. Folsom Street Fair

Sunday, Sept. 26: The annual Folsom Street Fair will take place from 11 a.m. to 6 p.m. Attendance is expected to be significantly lower than in past years, with about 30,000 anticipated over the course of the day. For event details visit https://www.folsomstreet.org/megahood2021.

The following street closures will be required from 3 a.m. to 10 p.m., Sunday:

  • Folsom Street between 8th and 13th streets
  • 9th Street between Howard and Harrison streets
  • 10th Street between Howard and Harrison streets
  • 11th Street between Howard and Harrison streets
  • 12th Street between Howard and Harrison streets
  • All alleys and intersections bounded by 8th, Howard, 13th and Harrison streets

Traffic around the event area will be heavily congested. Motorists are advised to stay away from the event area and areas where street closures are enforced.

For northbound traffic, please use Harrison Street, travel to 13th Street and to Duboce Avenue. For southbound traffic, please use Octavia Boulevard for US101 South Freeway.

The following Muni routes will be affected: 9 San Bruno; 12 Folsom/Pacific and 27 Bryant.

For pick up and drop off only, there will be limited number of temporary taxi stands for the event on both north west and south west side of 8th and Folsom streets.

Roadworks Steamroller Printing Festival

Sunday, Sept. 26: The annual Roadworks Steamroller Printing Festival, a day-long public printmaking and book arts extravaganza that includes free hands-on printmaking and book art activities, demonstrations and vendors of arts & crafts, will take place from 11 a.m. to 4 p.m. on Sunday, Sept. 26. It is a free event.

A street closure of Rhode Island Street between 16th and 17th streets will be closed between approximately 6 a.m. and 6 p.m. on Sunday, Sept. 26.

The 19 Polk Muni route will be affected.

San Francisco Giants Baseball Game

Tuesday, Sept. 28 through Thursday, Sept. 30: The San Francisco Giants will play three home games against the Arizona Diamondbacks at the ballpark. Listed below are start times for these games: 1) 6:45 p.m., Tuesday, Sept. 28; 2) 6:45 p.m., Wednesday, Sept. 29; and 3) 6:45 p.m., Thursday, Sept. 30.

Street Closures

To accommodate events that will take place at the ballpark, the following street closures will be enforced:

  • Two and a half hours before the opening pitch, the SFMTA will close eastbound King Street between 3rd and 2nd streets to vehicle traffic. King Street will reopen after first pitch until the seventh inning.
  • From the seventh inning until post-game traffic dies down, the SFMTA will again close eastbound King Street between 3rd and 2nd streets to vehicle traffic in order to reduce congestion on city streets.
  • Additionally, the northbound portion of the 4th Street Bridge (Peter R. Maloney Bridge) will be closed to all traffic except Muni, taxis and bicycles during the post-game period.

Taxi Stands

  • 2nd Street, west side, between Brannan and King Streets
  • 2nd Street, east side, between Townsend and King Streets
  • 3rd Street, east side, north of King Street

Special Event Parking Rates

During baseball games and other major events with more than 10,000 expected attendees at the Oracle Park, parking meters close to the ballpark will charge a special event rate of $8 per hour. These rates help reduce congestion and keep parking spots available in the neighborhoods near the ballpark, discouraging circling for free or cheap parking. Start times for special event rates vary based on the start time of the event. More information on special event parking regulations can be found on www.sfmta.com/special-event-parking.

Dreamforce Convention

Tuesday, Sept. 14, through Sunday, Sept. 26: A street closure of Howard Street between 3rd and 4th streets is required for the Dreamforce Convention beginning at 6 a.m., Tuesday, Sept. 14 and continuing through 8 p.m., Sunday, Sept. 26.

Tuesday, Sept. 21, through Thursday, Sept. 23: Salesforce will be holding its yearly Dreamforce Convention with a select few attendees at the Moscone Centerin San Francisco, while the rest of the world will be joining virtually.Conference hours will be from 8 a.m. to 8 p.m. each day. Attendance will be drastically reduced from past years with no pedestrian crowds anticipated. For more information, visit https://www.salesforce.com/dreamforce/.

Significant traffic congestion is anticipated around Moscone Center between 7 a.m. and 7 p.m. daily for the duration of the closure, particularly to the east of 4th Street. Travelers are encouraged to take public transportation or use alternate routes.

Howard Street traffic will be detoured via southbound 2nd Street to Harrison Street, or via New Montgomery Street to Hawthorne Street to either Folsom or Harrison streets.

There will be a signed bicycle detour for people on bikes on Howard Street to turn north at 2nd Street to Market Street.

Signage will be placed in advance of the street closures and detour routes.

SFMTA Parking Control Officers and San Francisco Police Officers will be deployed at key intersections throughout the closures.

The following Muni routes will be affected: 8 Bayshore; 8AX Bayshore A Express; 8BX Bayshore B Express; 12 Folsom; 14 Mission; 14R Mission Rapid; 30 Stockton and 45 Union/Stockton.

  • 692 Howard Street, in front of the W San Francisco Hotel
  • 888 Howard Street, in front of the InterContinental Hotel

Events at Chase Center

Tuesday, Sept. 28: The Gold Over America Tour starring Simone Biles,a dynamic celebration of powerful female athletes who have united to represent women's gymnastics and inspire the next generation of female athletes, will take place at the Chase Center. Celebration will start at 7:30 p.m. Doors will open at 6:30 p.m. For event information, visit www.chasecenter.com/gold-over-america-tour.Wednesday, Sept. 29: Michael Bublé, a Canadian-Italian singer, will be performing at the Chase Center. Supplemental Muni Service (Wednesday, Sept. 29 Only)

Muni will operate supplemental 78X Arena Express service:

  • Pre-event express shuttle servicefrom 16th Street BART Station to 16th and 3rd streets will start two and a half hours before each game/event and ends one hour after game/event starts.
  • Post-event express shuttle servicefrom 16th and 3rd streets to 16th Street BART Station will end until area clears.

Special Event Parking Rates (Wednesday, Sept. 29 Only)

Street Closures

To accommodate events that will take place at the arena, the following street closures will be enforced two hours before and one hour after each event:

  • 16th Street between 3rd Street and Terry Francois Boulevard
  • Warriors Way between 3rd Street and Terry Francois Boulevard
  • Northbound 3rd Street between 16th Street and Warriors Way will also be closed approximately 30 minutes before an event ends and 45 minutes after an event ends.
  • Only local access will be allowed on Northbound Illinois Street between Mariposa and 16th streets.

No Parking Zone

To facilitate loading and pick up for Muni customers and patrons, NO PARKING will be in effect at these locations during events:

  • 16th Street between 3rd Street and Terry Francois Boulevard
  • Warriors Way between 3rd Street and Terry Francois Boulevard
  • Terry Francois Boulevard (TFB) between Warriors Way and the 700 Block of TFB

Taxi Stands

  • There is one taxi stand located on southbound Terry Francois Boulevard.
  • Ramp Taxis should use the loading zone on eastbound Warriors Way (formerly South Street) at Bridgeview Way.

CONSTRUCTION WORK AND OTHER UPDATES

NEW: Ramp Closure for U.S.-101 Central Freeway Guardrail Replacement Project

Friday, Sept. 24 through Monday, Sept. 27: Caltrans crew will replace a guardrail that was badly damaged after being struck by a semi-truck last October. For more details visit http://bit.ly/SF-Ramp.From 10 p.m., Friday, Sep 24 to 5 a.m., Monday, Sep 27,connector ramp (linking westbound I-80 to northbound U.S. 101) and 7th-Street on-ramp at 7th and Harrison streets will be closed to vehicular traffic.

Motorists will be provided with detour routes in the surrounding areas and are advised to allow extra travel time.

UPDATE: Van Ness Improvement Project

On Friday, Sept. 24, between the hours of 8 p.m. and 7 a.m., Saturday, Sept. 25, crews are scheduled to work on traffic improvements, remaining overhead power installations, traffic signal wiring and hardware installations, light pole setting, and related work at the following locations:
  • Van Ness between Filbert and Union streets
  • Van Ness between Union and Green streets
  • Van Ness between Grove and Hayes streets
  • Van Ness between Hayes and Fell streets
  • Van Ness between Market and Mission streets
Work that requires reducing Van Ness Avenue to one lane in each direction will be limited to nighttime hours. Construction scheduling is subject to change due to weather delays or unexpected field conditions. For more project details and the latest construction updates, visitwww.sfmta.com/vanness.

UPDATE: Resuming of Enforcement of Peak Hour Tow-Away Zones

As the city has reopened and traffic has returned due to COVID-19 pandemic, sinceMonday, Sept. 20, the SFMTA resumedenforcement of peak hour commuter tow-away zones.For additional information visit SFMTA.com/COVID19.
  • Vehicles parked at tow-away zones during restricted peak hours aresubject to citation and towing.
  • The reinstated tow-away enforcement doesnot apply to shared spaces that allow merchants to use sidewalks, full or partial streets and other nearby outdoor spaces under San Francisco's Public Health Orders.
Note:Towing for all other violations will continue. These include but are not limited to tows for violations of 72-hour overtime parking limits, vehicles with expired registrations over six months and vehicles with five or more delinquent parking citations.

Change to SFMTA's Customer Service Center

The SFMTA's Customer Service Center (CSC) has been providing service including: 1) Sales of Residential Parking Permit; 2) Community Service Enrollment; 3) Payment Plan Enrollment; and 4) Lifeline Program Enrollment. Sales ofLifeline monthly passes will be available. Since Saturday, Sept. 4,business hours for the following transit kiosks have been changed:
  • Hyde and Beach Service Kiosk
  • Bay and Taylor Service Kiosk located next to the Cable Car turnaround (reopened since closure in March 2021)
  • Powell and Market Service Kiosk located next to the Cable Car turnaround
Operation hours are from 7:45 a.m. to 8:45 p.m., seven days a week, including holidays.These kiosks are closed for two 30-minute breaks daily: 1) from 11 to 11:30 a.m. and 2) from 5:30 to 6 p.m.Since Saturday, Sept. 4,business hours at the Presidio Service Kiosk (located at the corner of Geary Boulevard and Presidio Avenue) have been changed.Operation hours are from 10 a.m. to 4 p.m. daily, seven days a week, excluding major holidays. This kiosk is closed for break from 12:30 to 1 p.m. daily.

The following SFMTA services are available at all locations:

  • Purchase of Parking Meter Card
  • Purchase of Cable Car Tickets
  • Purchase of 1-day, 3-day and 7-day Passports

The following Clipper service is available at services kiosks at Powell and Market streets and at Presidio Avenue:

  • Purchase passes and load value
  • Apply for and issue Senior and Youth Clipper cards

The following services are available at Presidio Service Kiosk (located at the corner of Geary Boulevard and Presidio Avenue):

  • Retrieve paper applications for Community Service and Payment Plan. Application for Enrollment of Low-Income Discount Program
  • Customers can also drop off complete applications for these programs at any of these locations.
  • Payments for Parking and Transit citations (citation number or license plate required)

The last day of lifeline monthly passes sales at 170 Otis Street will be Wednesday, Sept. 15, the SFMTA service kiosk at 170 Otis Street will be permanently closed for business effective Thursday, Sept. 16.

Sales of Lifeline Passes

Effective the month of Oct. 2021, sales of monthly lifeline pass run by Human Service Agency (HSA) will reopen:
  • 170 Otis Street: sales will be available the last three business days of the month and the first three business days of the subsequent month.
  • 3120 Mission Street: sales will be available the last two business days of the month and first two business days of the subsequent month.

ONGOING: Muni's COVID-19 Core Service Network

Some Muni routes have been modified as a result of COVID-19 pandemic restrictions and the city's former health order. On Saturday, Aug. 14, the SFMTA implemented another round of COVID-19 Core Service changes, with 18 routes being restored, expanded or modified. Services hours were also extended on select bus routes, visit the Service Changes webpage for details. Muni's transit system is expected to normalize in 2022. ONGOING: Shared Spaces Program

The city's multi-agency Shared Spaces program opened some parts of streets in San Francisco to create public space for outdoor dining, retail, cultural activities and physical distancing. The program allows the use of sidewalks, parking space, full or partial streets, or other nearby public spaces like parks and plazas for a wide range of activities responding to the COVID pandemic, as allowed by San Francisco's Public Health Order. ONGOING: 19th Avenue (CA Route 1) Combined City Project

San Francisco Public Works is leading a multi-agency project to replace aging infrastructure and improve safety along 19th Avenue between Holloway Avenue and Lincoln Way.

Construction work for the first segment of this project along 19th Avenue between Lincoln Way and Noriega Street has begun.

As part of the 19th Avenue Combined City Project, the SFMTA will implement transit priority and safety improvements for people walking along the route of the 28 19th Avenue. The improvements will make it safer to walk, remove stops to make transit service more reliable, and enhance customers' experiences-on and off the bus.

To improve safety along 19th Avenue, the SFMTA will: 1) install pedestrian bulbs at 19 intersections and transit bulbs at 13 intersections; 2) modify traffic and pedestrian signals to give people who walk more time to cross the street; and 3) extend the bus zone at one intersection. Installing transit bulbs allow Muni vehicles to stop for passengers without having to pull out of traffic, and pedestrian bulbs increase the visibility at intersections of people who walk.

As part of the project, seven Muni stops wereremoved on 19th Avenue between Irving Street and Ocean Avenue last October. The following Muni routes have been affected with the stop removal:

  • 28 19th Avenue
  • 91 3rd Street/19th Avenue Owl

The SFMTA's temporary special program, Essential Trip Card (ETC) Program, will assist people with disabilities and older adults to make essential trips under Muni's temporary transit changes. The program provides two to three round trips at an 80% discount per month, i.e. rider pays $6 to receive a value of $30 or pays $12 to receive a $60 value. Riders may receive additional value up to $120 of taxi service per month per customer upon request.

To qualify for the program: customer must be either age 65 or older or an adult with disabilities.Eligible adults may apply for the ETC program by calling 311 and mentioning the program. Staff will be available between 9 a.m. and 4:45 p.m., Monday through Friday. UPCOMING

UPCOMING: Casual Carpool Pick-Up New Location

Due to nearby building construction, Casual Carpool currently operates on the west side of Spear Street between Mission and Howard Streets, Monday through Friday from 3 p.m. to 7 p.m. will come to an endsoon. With the completion of sidewalk widening on the west side of Beale Street between Howard and Folsom streets, Casual Carpool will return to this location permanently and with an early start of operation hour.

Starting Monday, Oct. 18, the new location for Casual Carpool pickup will be the west side of Beale Street between Howard and Folsom streets. The hours of operation are from 2 to 7 p.m., Monday through Friday.
