U.S. Department of Transportation Announces $24.9 Million Grant Award for the Mill Plain Bus Rapid Transit Project in Vancouver, Washington

WASHINGTON - The U.S. Department of Transportation's Federal Transit Administration (FTA) today announced a construction grant award of $24.9 million to the Clark County Public Transportation Benefit Area (C-TRAN) for the Mill Plain Bus Rapid Transit (BRT) Project in Vancouver, Washington. The 9.9-mile BRT line will provide frequent, reliable, green, and safe public transportation between downtown Vancouver and Vancouver's eastern neighborhoods.

"This project will connect the people of Vancouver to jobs, education, service and health care, all while helping reduce transportation's carbon footprint," said U.S. Transportation Secretary Pete Buttigieg."

The Mill Plain BRT project will serve several major employment areas and key activity centers including Clark College, the PeaceHealth Southwest Medical Center, the Vancouver Clinic, and the Columbia Tech Center. The Project is C-TRAN's second VINE BRT route in the region.

"FTA is proud to join our partners in Washington to expand bus rapid transit service and improve transit connections to downtown Vancouver and other important destinations," said FTA Administrator Nuria Fernandez.

FTA Administrator Fernandez will join C-TRAN and other state and local officials at a groundbreaking event for the project on Tuesday, Sept. 28, in Vancouver, Washington.

The project will provide frequent and consistent transit service to reduce travel times and improve reliability and mobility for residents who do not have access to a car. The total project cost is $49.9 million with $24.9 million in funding provided through FTA's Capital Investment Grants (CIG) Program.

The project includes construction of 21 new stations, including a new nine-bay transit center, and the purchase of eight new BRT vehicles. The project features near-level boarding, improved amenities, enhanced pedestrian access to stations, off-board fare payment, and enhanced safety and security. The project is planned to operate primarily in mixed traffic with right-side boarding in curbside lanes, with transit priority treatments such as transit signal priority and queue jumps in many locations.

FTA's CIG Program provides funding for major transit infrastructure capital investments nationwide. Projects accepted into the program must go through a multi-year, multi-step process according to requirements in law to be eligible for consideration to receive program funds.
