Digital Toolkit Available for Virginia Beach Residents to Share Information About Recent Changes to Local Election System

​The City of Virginia Beach has launched a digital toolkit for residents, stakeholders, and interested individuals to share information about the recent changes to our local election system. The toolkit, which is available in English, Spanish and Tagalog, includes a printable poster, frequently asked questions sheet, a flyer and suggested social media posts with accompanying graphics for individuals and groups to share.

"The changes to our local election system are a departure from the way votes have been historically cast in Virginia Beach," explained Communications Director Tiffany Russell. "We want to be sure our residents, civic leagues, and community stakeholders have the tools they need to communicate the impact of this change to their friends, family and neighbors before they arrive at the voting booth this year."

About the Changes to Our Local Election System

Following a ruling by the U.S. District Court for the Eastern District of Virginia, the City has implemented a 10-1 voting system for the upcoming elections. This system has no at-large local representatives, except for the mayor's position, which will be on the ballot for all Virginia Beach voters in 2024. For local representatives on City Council and the School Board, residents will only be able to vote for a candidate to represent the district they live in. Depending which district a voter lives in, they may not have a Council representative on their ballot until 2024.

This change does not impact state or federal representation, nor does it change how local constitutional officers such as the Sheriff, Commonwealth's Attorney, City Treasurer, Commissioner of the Revenue and Clerk of Court are elected.
