Statement of the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response

The Joint Coordination Headquarters of the Russian Federation for Humanitarian Response, in cooperation with the competent federal executive authorities and law enforcement agencies, continues to record the facts of criminal acts by Ukrainian authorities against the civilian population of Ukraine and the people's republics of Donbas.

It has been reliably elicited that the Kiev regime has prepared and is attempting to carry out yet another provocation to accuse Russian Armed Forces of destroying important elements of vital infrastructure in Ukraine and creating an energy and humanitarian crisis in the country. In order to implement it, Ukrainian command has deliberately deployed its armed groups at Krivoy Rog therman station (Zelenodolsk, Dnepropetrovsk reg.), from where artillery and multiple rocket-launching system (MRLS) units have been redeploying to firing positions, periodically shelling the northern districts of Kherson region and shelter in the thermal station provoking Russian troops to launch a counter attack every day (since June 24, 2022).

These acts committed by Ukrainian authorities show the readiness of the Kiev regime to sacrifice the welfare of their citizens for another high-profile provocation. It is possible that after having failed to provoke Russian Armed Forces to strike the Krivoy Rog thermal station, Ukrainian nationalists may explode elements of the power plant themselves and present fake evidence of a strike by Russian troops to the world community with.

In case of implementation of this cynical plan and destruction of the facilities, the population of most central regions of Ukraine and hundreds of life-supporting facilities will be left without electricity. We urge the administration and maintenance staff of Krivoy Rog thermal station, as well as residents of Dnepropetrovsk region, to make every effort for preventing this provocation. By publicly protesting against the use of energy facilities by armed groups and ensuring their withdrawal from the power plant, you will keep light and heat in your houses, protect yourself and your loved ones, as well as protect Ukrainian people from the arbitrary rule of the Kiev regime.

We warn the so-called civilised West in advance that the abovementioned and other provocations by the Ukrainian authorities about the allegedly 'atrocities of the Russians' are soon to be widely circulated through the Western media.

Furthermore, despite the threat of a food crisis, Ukrainian armed groups continue using the food industry for military purposes:

in the Donetsk People's Republic, at the bakery plant (Slavyansk, Bogomoltsa ln.) and the dairy plant (Kramatorsk, Geroyev Soyuza st.), units of the Armed Forces of Ukraine have deployed their firing positions, armoured vehicles, artillery guns and MRLS, as well as have been periodically launching attacks at settlements;

in Kharkov, at the bakery plant №11 (Gvardeytsev-Shironinysev st.), nationalists have deployed long-range artillery and MRLS, while residents of local buildings have been deliberately left without evacuation.

These facts show again the indifference of Ukrainian authorities to the lives of civilian population. It occurs with the tacit consent of the western countries that continue turning a blind eye to the numerous war crimes of the Kiev regime.

Over the past 24 hours, without the participation of the Ukrainian representatives, 25,286 persons (including 3,190 children) have been evacuated from the dangerous areas of Ukraine and the republics of Donbas; in total, since the beginning of the special military operation: 2,153,078 persons (340,358 children).

The state border of the Russian Federation has been crossed by 330,663 private motor vehicles, including 5,678 over the past 24 hours.

More than 9,5 thousand temporary accommodation centres continue to operate in the regions of the Russian Federation. The arriving refugees are individually attended and promptly assisted in resolving vital issues related to their further accomodation, employment, providing children with pre-school and educational services, as well as supplying with social benefits and allowances.

The hotline of the Joint Coordination Headquarters of the Russian Federation for Humanitarian Response, federal executive authorities, regions of the Russian Federation and various non-governmental organisations have received 56 requests to evacuate to Russia, the Donetsk and Lugansk people's republics, as well as to the Russian Armed Forces-controlled areas of Zaporozhye, Nikolaev, Kharkov and Kherson regions. In total, the database contains 2,758,725 appeals of this kind from 2,139 settlements in Ukraine and Kiev-controlled territories of the Donbas republics.

In addition, 70 foreign vessels from 16 countries remain blocked in six Ukrainian ports (Kherson, Nikolaev, Chernomorsk, Ochakov, Odessa and Yuzhniy). The threat of shelling and high mine danger posed by official Kiev prevent vessels from entering the high seas unhindered.

As a result of a series of measures taken by the Russian Navy, the Mariupol harbour continues being under mine clearance works, the port infrastructure is routinely under reconstruction.

The Armed Forces of the Russian Federation have created the necessary conditions for the operation of two maritime humanitarian corridors that constitute safe lanes for navigation:

in the Black Sea (every day from 08:00 AM to 07:00 PM) to leave Kherson, Nikolaev, Chernomorsk, Ochakov, Odessa and Yuzhnyi ports towards south-west from Ukraine's territorial sea, 139 miles long and 3 miles wide;

in the Sea of Azov (uninterruptedly) to leave Mariupol port, 115 miles long and 2 miles wide, towards the Black Sea.

Detailed information on the modus operandi of the maritime humanitarian corridors is broadcast daily every 15 minutes by VHF radio on 14 and 16 international channels in English and Russian.

The Kiev authorities continue to avoid engaging with representatives of states and ship-owning companies to resolve the issue of ensuring the safe passage of foreign vessels to the assembly area.

The danger to navigation from Ukrainian mines drifting off their anchors along the coasts of Black Sea states remains.

The Russian Federation is taking a full range of comprehensive measures to ensure the safety of civilian navigation in the waters of the Black Sea and the Sea of Azov.

Demining detachments of the Russian Armed Forces and the EMERCOM of Russia are carrying out land and facility clearance tasks in the territory of the Donetsk and Lugansk people's republics.

In total, 3,582.64 ha of terrain, 35 buildings (including 13 socially important facilities), 2 bridges and 9.64 km of roads have been explored. 36,919 explosive remnants have been detected and neutralised.

Federal executive authorities, in coordination with the regions of the Russian Federation, various public organizations, patriotic movements, continue to accumulate humanitarian aid.
