Combating Commercial Fraud Seychelles Revenue Commission

The World Customs Organization (WCO) organized, with the support of the Customs Cooperation Fund of China, a national workshop on Combating Commercial Fraud for the benefit of the Seychelles Revenue Commission (SRC). This Workshop was held online from 25 to 29 April 2022.

The Workshop was aimed at enhancing Customs officers' ability to detect and fight against commercial fraud, especially in the area of Customs valuation. 14 Customs officials from different units within the SRC attended this Workshop.

One expert from the WCO Secretariat and Ms. Patience Mwilu Siame, WCO accredited expert trainer from Zambia Revenue Authority, facilitated the Workshop. The five-day programme consisted of analysis of typical types of valuation fraud, key provisions of the WTO Customs Valuation Agreement, and relevant instruments adopted by the Technical Committee on Customs Valuation.

The participants also learned about the practices of other Customs Administrations regarding Post Clearance Audit (PCA) and risk management, as well as WCO guidelines on Customs valuation control and PCA.

A number of valuation fraud cases were discussed during the Workshop, giving participants the opportunity to apply the knowledge learned in the workshop in assessing real-life situations. The fraud detection experience and audit techniques shared by the facilitators were well appreciated by the participants.
